The transcript of the deposition of Mr. John Michael “Mick” Mulvaney on November 8, 2019 OVERVIEW: The impeachment inquiry into Donald J. Trump, the 45th President of the United States, uncovered a months-long effort by President Trump to use the powers of his office to solicit foreign interference on his behalf in the 2020 election. As described in this executive summary and the report that follows, President Trump’s scheme subverted U.S. foreign policy toward Ukraine and undermined our national security in favor of two politically motivated investigations that would help his presidential reelection campaign. The President demanded that the newly-elected Ukrainian president, Volodymyr Zelensky, publicly announce investigations into a political rival that he apparently feared the most, former Vice President Joe Biden, and into a discredited theory that it was Ukraine, not Russia, that interfered in the 2016 presidential election. To compel the Ukrainian President to do his political bidding, President Trump conditioned two official acts on the public announcement of the investigations: a coveted White House visit and critical U.S. military assistance Ukraine needed to fight its Russian adversary. During a July 25, 2019, call between President Trump and President Zelensky, President Zelensky expressed gratitude for U.S. military assistance. President Trump immediately responded by asking President Zelensky to “do us a favor though” and openly pressed for Ukraine to investigate former Vice President Biden and the 2016 conspiracy theory. In turn, President Zelensky assured President Trump that he would pursue the investigation and reiterated his interest in the White House meeting. Although President Trump’s scheme intentionally bypassed many career personnel, it was undertaken with the knowledge and approval of senior Administration officials, including the President’s Acting Chief of Staff Mick Mulvaney, Secretary of State Mike Pompeo, and Secretary of Energy Rick Perry. In fact, at a press conference weeks after public revelations about the scheme, Mr. Mulvaney publicly acknowledged that the President directly tied the hold on military aid to his desire to get Ukraine to conduct a political investigation, telling Americans to “get over it.”

Book excerpt: The official report from the House Intelligence Committee on Donald Trump’s secret pressure campaign against Ukraine, featuring an exclusive introduction by Pulitzer Prize–winning author and biographer Jon Meacham For only the fourth time in American history, the House of Representatives has conducted an impeachment inquiry into a sitting United States president. This landmark document details the findings of the House Intelligence Committee’s historic investigation of whether President Donald J. Trump committed impeachable offenses when he sought to have Ukraine announce investigations of former vice president Joe Biden and his son Hunter. Penetrating a dense web of connected activity by the president, his ambassador Gordon Sondland, his personal attorney Rudolph Giuliani, and many others, these pages offer a damning, blow-by-blow account of the president’s attempts to “use the powers of his office to solicit foreign interference on his behalf in the 2020 election” and his subsequent attempts to obstruct the House investigation into his actions. Published here with an introduction offering critical context from bestselling presidential historian Jon Meacham, The Impeachment Report is necessary reading for every American concerned about the fate of our democracy.

Book excerpt: Unprecedented and unpredictable: this is how US President Donald Trump's administration has repeatedly been labelled during its first term. Beyond the frequent tweets and bombastic rhetoric, however, lie a more conventional four years, as the United States navigated an ever-evolving international reality, compounded by a global pandemic and one of the deepest economic recessions in over a century. This Report analyses the continuity and changes that occurred during Trump's first term. Domestically, it investigates the growing political polarization, the country's pre-pandemic economic performance, Trump's approach towards regular and irregular migration, and the US' response to a healthcare emergency. At the international level, this volume looks at how the US stance has changed vis-à-vis China, the Middle East, and Europe. Which long-term trends has President Trump had to ride through? What was his trademark, and what might be his lasting legacy?

In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.

Book excerpt: The Democrats’ special impeachment counsel on the House Judiciary Committee lays out President Trump’s shocking pattern of betrayals, lies, and high crimes, arguing articles of impeachment to the ultimate judges: the American people. In his behind-the-scenes account of the attempts to bring the president to justice—from filing the very first legal actions against him, through the Mueller report, to the turbulent impeachment and trial, to the president’s ongoing wrongdoing today—Norman Eisen, at the forefront of the battle since the day of Trump’s inauguration, pulls back the curtain on the process. He reveals ten proposed articles of impeachment, not just the two that were publicly tried, all of which he had a hand in drafting. He then guides us through Trump’s lifelong instincts that have dictated his presidency: a cycle of abuse, corruption, and relentless obstruction of the truth. Since taking the oath of office, Donald Trump has been on a spree of high crimes and misdemeanors, using the awesome power of the presidency for his own personal gain, at the expense of the American people. He has inflamed our divisions for his electoral benefit, with flagrant disregard for the Constitution that makes us America. Each step of the way, he has lied incessantly, including to cover up his crimes. And yet he remains in the country’s highest office. Congress, federal and state prosecutors, and courts have worked to hold the president accountable for his myriad offenses—with some surprising successes and devastating failures. Eisen, who served as special counsel to the House Judiciary Committee for Trump’s impeachment and trial, presents the case against Trump anew. Eisen’s gripping narrative and rousing closing argument—at turns revelatory, insightful, and enraging—will inspire our nation of judges. History has proven that this president’s nefarious behavior will continue, no matter the crisis. But, as Eisen’s candid retelling affirms, there is an ultimate constitutional power that transcends the president’s, a power that can and must defeat him if our nation is to survive. The verdict of the American people remains in the balance. It is time for us to act.

Available in PDF, EPUB and Kindle. Book excerpt: This is a printed copy of the "Trial Memorandum Of President Donald J. Trump In Proceedings Before The United States Senate" as produced by the Office of White House Counsel in the Impeachment proceedings before the United States Senate. The Articles of Impeachment now before the Senate are an affront to the Constitution and to our democratic institutions. The Articles themselves--and the rigged process that brought them here--are a brazenly political act by House Democrats that must be rejected. They debase the grave power of impeachment and disdain the solemn responsibility that power entails. Anyone having the most basic respect for the sovereign will of the American people would shudder at the enormity of casting a vote to impeach a duly elected President. By contrast, upon tallying their votes, House Democrats jeered until they were scolded into silence by the Speaker. The process that brought the articles here violated every precedent and every principle of fairness followed in impeachment inquiries for more than 150 years. Even so, all that House Democrats have succeeded in proving is that the President did absolutely nothing wrong.

This book was released on 2020-04-21 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: Revised and updated "One of today’s most respected journalists, David Rohde takes on one of the country’s most toxic conspiracy theories," presenting a "scrupulously reported and even-handed" account of how power and intelligence are exploited in Washington that “goes deep indeed inside America’s security state, telling a story that will surprise readers of all political persuasions” (Jane Mayer, author of Dark Money). Donald Trump blamed his 2020 defeat on Democrats and the “deep state”—a supposed secret cabal of Washington insiders that relentlessly encroaches on the individual rights of Americans—for stealing the election and undermining his presidency. Most Americans who supported him agreed. Americans on the left increasingly fear the “military-industrial complex,” a faction of generals and defense contractors who they believe routinely push the country into endless wars. But does the American “deep state” really exist? This question is fundamental to preserving the legitimacy of American democracy, as frustration with and distrust for the government continue to grow. In Deep seeks to dispel these pernicious myths through an examination of the FBI, CIA, and Justice Department scandals of the past fifty years from the Church Committee’s exposure of Cold War abuses to the claims and counterclaims of the Trump era and the relentless spread of conspiracy theories online and on air. It exposes the misconduct of Attorney General William Barr; how distrust of the “deep state” undermined the US government response to the COVID-19 pandemic; and the growing discord sowed by the explosion of false information online. It investigates Trump’s quest to discredit government experts, the legislative and judicial branches, and the results of the 2020 election and assume authoritarian power for himself. “The idea of the deep state, Rohde writes, is inextricably linked to a particular view of presidential power” (Dina Temple-Raston, Washington Post). Based on dozens of interviews with career CIA operatives and FBI agents, “In Deep is a wholly satisfying read and a necessary one for anyone wanting to understand the forces at play in our government today” (Andrea Bernstein, Peabody Award–winning cohost of the Trump, Inc. podcast and author of American Oligarchs).

Available in PDF, EPUB and Kindle. Book excerpt: The modern presidency has become the central fault line of polarization in America because the president, increasingly, has the power to reshape vast swaths of American life. In The Cult of the Presidency, Gene Healy argues that “We, the People” are to blame. Americans on each side of the red-blue divide demand a president who can create jobs, teach our children well, tend to the “national soul”—and vanquish their culture-war enemies. Our political culture has invested the office with preposterously vast responsibilities, and as a result, the officeholder wields powers that no human being ought to have. In a new preface to the 2024 edition, Healy argues that the rise of partisan hatred lends new urgency to the cause of re-limiting executive power. In the years since Cult was first published, politics has gone feral, with polls showing that substantial majorities of Democrats and Republicans view members of the other party as “a serious threat to the United States and its people.” At the same time, the most powerful office in the world has grown even more so. That’s raised the stakes of our political differences dramatically: the issues that divide us most are now increasingly settled by whichever party manages to seize the office. In our partisan myopia, we’ve laid down the infrastructure for autocratic rule and sectarian warfare, making the presidency powerful enough to tear the country apart. Interweaving historical scholarship, legal analysis, and trenchant cultural commentary, The Cult of the Presidency traces America’s decades‐long drift from the Framers’ vision for the presidency: a constitutionally constrained chief magistrate charged with faithful execution of the laws. Restoring that vision will require a Congress and a Court willing to check executive power, but Healy emphasizes that there is no simple legislative or judicial fix. Unless Americans change what we ask of the office—no longer demanding what we should not want and cannot have—we’ll get what, in a sense, we deserve.
