Book excerpt: The first of the Yugoslav successor states to successfully build a democratic system and to enter the European Union, Slovenia stands as a model for democratic transition. This ground-breaking volume analyzes the challenges confronting the post-Communist government and evaluates the strategies adopted in refashioning its value system. Sabrina P. Ramet and Danica Fink-Hafner have assembled a team of outstanding specialists to analyze various aspects of the country’s transformation from socialism to democracy. The editors note that while a great deal has been written on political and economic questions, relatively little attention has been paid to the transformation and transmission of values and norms in Eastern Europe over the past fifteen years. Slovenia’s experience, reflected in these pages, demonstrates how a small country has created the preconditions necessary to the construction of a civic, democratic culture. Six values are emphasized as central to this project: tolerance, equality, church-state separation, respect for democratic procedure and the rule of law, human rights, and civic-mindedness. The volume editors join the other contributors in discussing the way in which Slovenia has set out to build democracy, the ways in which values are transmitted, the role of the media in a free society, the structure of educational systems, and other questions which are of concern not just to Slovenes, but to everyone who aspires to live in an open, democratic society.

Book excerpt: In this case study of the politics of transition in Eastern Europe, Rudolf Martin Rizman provides a careful, detailed sociological explanation and narrative on the emergence of independent statehood and democracy in Slovenia. In his focus on the transition from an authoritarian to a democratic regime, Rizman analyzes social processes and political issues in the context of the Third Wave of democratization, identifying "zones of certainty and uncertainty." Challenging many generally accepted ideas about small states and their transitions to democracy, this book places Slovenia's pattern of democratization in the wider regional context of eastern and central European post-communist transitions.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book focuses on the nexus between “party system stability” and “democratic consolidation”, using Slovenia as a case study. Its findings are presented from a comparative perspective to illustrate the commonalities and differences found in research on Central European post-socialist countries and former Yugoslav countries. On the one hand, Slovenia’s characteristics (including the characteristics of its transition to democracy) are far more similar to those of Central European post-socialist countries than Western Balkan countries. On the other, Slovenia shares some similarities with other parts of the former Yugoslavia – especially its experiences with the political system of socialist self-management, elements of a market economy under socialism, and war following the end of socialism (albeit the conflict in Slovenia was very short and rather mild in comparison to those in other parts of socialist Yugoslavia). Slovenia’s experiences with rapid but limited democratic backsliding under the Janša government (March 2019–June 2022) were halted by the 2022 national election – in contrast to the more widely known cases of Hungary and Poland, where such backsliding took place incrementally over a longer period of time that included several election cycles. Danica Fink-Hafner is Professor at the University of Ljubljana, Slovenia.

Book excerpt: After Slovenia's independence in 1991 from Yugoslavia, the introduction of local government was one of the most challenging tasks in the new country, as it meant a radical change from the socialist municipal system to the classical European type of local government. Simona Kukovič and Miro Haček offer a comprehensive analysis of the functioning of local government from historical, normative, systemic, and dynamic perspectives. The authors analyze the historical-normative foundations of the existence of local government and, building on this, examine the functional dynamics of the central organs of local government. In particular, they analyze the position of local mayors in terms of role and the powers assigned to the mayor by law, leadership characteristics, the evolution of eligibility, and relations with other local actors. This is followed by an analysis of the municipal council, in which Kukovič and Haček outline the function and responsibilities and highlight some features of the inner workings of this collective decision-making body. The authors devote special attention and a wealth of empirical data to local democracy, which is particularly vibrant, somewhat peculiar, and undoubtedly one of the strongest elements of Slovenia's still relatively fragile democracy. The book thus provides a holistic and thorough overview of local government, which in three decades has become an important part of the political system and, in practice, an important vehicle of local development within Slovenia.

Book excerpt: The study examines the democratization in Slovenia and compares it to democratization processes elsewhere, drawing patterns upon not only other post-communist democratizations but also upon general patterns in other third-wave democratizations. The book begins with a theoretical overview: the problem of defining democracy, democratic transition and democratic consolidation. It proceeds to an examination of the historical, political, and economic factors relevant for the democratization. The transition is explained from Yugoslav, Slovenian, and external aspects, where foundations for patterns in Slovenian democratization are sought. The consolidation is examined on the institutional level and on the level of the actors. In the concluding analysis, the indicators of democratic consolidation are examined in a comparative perspective and applied to Slovenia.

The rigid division of Europe into East and West and the bipolarity of the Cold War system disintegrated, with communism as a political system dismantled by 1991. In the wake of the communist multinational federations came successor states, with each accompanied by many ethnic and national conflicts. This book is concerned with the relationship between nationalism and democracy in a particular setting - the larger framework is postcommunist Eastern and Central Europe, the focus is on newly dependent democracies, explored through the case studies of Slovakia and Slovenia.
