This book was released on 1996-05 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Within these pages is a veritable banquet for those who savour the politics of international security. The reader is offered factual analysis, insight, new perspectives, revisited concepts, problem spotting and recipes for solutions. Academic observers from a dozen different countries in Eastern and Western Europe and on both sides of the Atlantic subject a large number of questions of topical interest in the security field to one or other of these forms of treatment. Their debate embraces reinforcement of the European pillar of the Alliance; adjustment of the balance of responsibilities between the two sides of the Atlantic; and shoring up the transatlantic partnership and perhaps broadening it into that elusive concept, a `transatlantic community', stretching into economic and other fields. They address the perceived security vacuum in parts of Central and Eastern Europe and discuss measures to build up greater confidence between former Cold War antagonists and ways of developing in them the habits of co-operation rather than counter-operation. They draw up architectural designs for the security of the twenty-first century and grapple with the conflict of ideas circulating about the Alliance's future and particularly about its future relationship with Russia. Isolationism, nationalism, multilateralism, realism, constructivism and other -isms are helpfully put into context. Renationalisation, denationalisation and identities in formation or in decline are also investigated.

Book excerpt: International institutions play important roles in political-military issues as well as in economic and environmental affairs. Indeed, it is impossible to understand efforts to resolve regional and local conflicts, or the form and pace of alliance formation and expansion, without paying attention to security institutions. Imperfect Unions discusses a wide variety of security institutions, including NATO, the Western European Union, United Nations peacekeeping, the ASEAB Regional Forum, and the Organisation for Security and Co-operation in Europe. It describes changes in security institutions, documents the effects of such institutions on national policies, and explores the conditions that affect the patterns of co-operation and discord that ensue. The book helps to improve our understanding of recent developments in international relations such as NATO enlargement and the regionalization of peacekeeping. In theoretical terms, it shows how institutionalist approaches, such as those represented in this volume, can enrich the important field of security studies.

The book has three main aims. The essays develop theories of foreign policy to predict and explain Germany's foreign policy behavior. They test competing predictions about German foreign policy behavior since unification in several issue areas. They also assess the much-debated question as to whether post-unification Germany's foreign policy is marked by continuity or change.

Book excerpt: Provides a survey of the principal items on the agenda following the end of the Cold War, focusing upon the institutions and regions where the reconsideration of security issues has been particularly profound. The book is organised into three main sections: the first examines the changed roles of the main security institutions which have survived the Cold War; NATO, the European Union/Western European Union and the Organisation for Security and Cooperation in Europe. The second analyses the Central European countries, Russia and States of the former Soviet Union in terms of their ideologies, political structures and relationships of the Cold War period. Lastly the text examines the northern and southern regions of Europe where quite different perspectives and agendas are concerned.

Book excerpt: The primary thrust of the monograph is to explain the linkage of contemporary criminal street gangs (that is, the gang phenomenon or third generation gangs) to insurgency in terms f the instability it wreaks upon government and the concomitant challenge to state sovereignty. Although there are differences between gangs and insurgents regarding motives and modes of operations, this linkage infers that gang phenomena are mutated forms of urban insurgency. In these terms, these "new" nonstate actors must eventually seize political power in order to guarantee the freedom of action and the commercial environment they want. The common denominator that clearly links the gang phenomenon to insurgency is that the third generation gangs' and insurgents' ultimate objective is to depose or control the governments of targeted countries. As a consequence, the "Duck Analogy" applies. Third generation gangs look like ducks, walk like ducks, and act like ducks - a peculiar breed, but ducks nevertheless! This monograph concludes with recommendations for the United States and other countries to focus security and assistance responses at the strategic level. The intent is to help leaders achieve strategic clarity and operate more effectively in the complex politically dominated, contemporary global security arena.

Book excerpt: "Part I describes and analyses the ESDP, including all 22 military and civilian crisis management operations launched up to 31 August 2009 as well as developments under the Lisbon Treaty, and briefly discusses the international law issues raised, offering a unique insight into ESDP practice and its legal aspects. Part II examines this practice in the framework of the status and obligations of international organizations under international law: it looks at the legal status and personality of international organizations and of the EU as well as at how international organizations, including the EU, are bound by international obligations. Part III extensively addresses the international law applicable to the conduct of ESDP operations, in particular the law of armed conflict and international human rights law, filling a gap in the literature."--Jacket back cover.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the evolution and future relevance of NATO from the perspective of the member-states. Addressing the overarching question of the relevance of transatlantic relations in the 21st century, the volume has three core objectives. The first is to reinforce the view that international alliances serve not only an external-oriented goal, but also a domestic-oriented aim, which is to control others’ behaviour. The second is to show that tensions amongst NATO allies have become more acute and, therefore, more dangerous. The third is to discuss current transatlantic relations through the adoption of a "second image" perspective; that is, one that emphasizes the multiple vertical linkages that connect NATO to the politics and the policies of each ally. The chapters presented here are built on a dual approach: on the one hand, they look at the place the Alliance occupies in the domestic public debate and the strategic culture of specific member states; on the other, they analyze how each of these countries contributes to NATO’s operations and what interests and visions they share for the Alliance’s future. This book will be of much interest to students of NATO, international organizations, foreign policy, and security studies in general.
