With the Doha Round of multilateral trade negotiations at an impasse, the TPP negotiations have taken center stage as the most significant trade initiative of the 21st century. As of December 2012, negotiators have made extensive progress in 15 negotiating rounds since the talks began in March 2010, though hard work remains to finish the deal in the coming year or so. Despite this effort, however, the TPP is not well understood. In part, the reason lies in the dynamism of the TPP initiative. Unlike other free trade pacts, the growing membership as the talks have proceeded and the broad range, complexity, and novelty of the issues on the agenda have made it difficult to track the substantive detail and progress of the talks. This Policy Analysis aims to remedy this problem by providing a reader's guide to the TPP initiative. It first assesses how much the TPP countries are alike and like-minded in their pursuit of a comprehensive trade deal. It then examines the current status of the talks, the major substantive sticking points, and the implications of Canada and Mexico joining the talks as well as prospective membership of other countries. The Policy Analysis then looks ahead to how the TPP could advance economic integration in the Asia-Pacific region and the implications for trade relations with China.

The trade pact, which entered into force on 30 December 2018, is considered by many to be the “gold standard”, given its ambitious scope and depth. This volume offers multi-dimensional insights into the CPTPP and its impact on Southeast Asia. It begins with broad analyses covering the historical, economic and geopolitical aspects of the CPTPP. Subsequent chapters focus on the nature and implications of three key path-breaking provisions in the trade agreement, namely investor-state dispute settlement, intellectual property rights and state-owned enterprises. During the Occupation, the problem of racial relations between Americans and Japanese was suppressed and the mutual racism transformed into something of a taboo so that the two former enemies could collaborate in creating democracy in postwar Japan. In the 1980s, however, when Japan increased its investment in the American market, the world witnessed a revival of the rhetoric of U.S.-Japanese racial confrontation. Koshiro argues that this perceived economic aggression awoke the dormant racism that lay beneath the deceptively smooth cooperation between the two cultures. This pathbreaking study is the first to explore the issue of racism in U.S.-Japanese relations. Pacific Islanders had established civilizations and cultures of travel well before European explorers arrived, initiating centuries of upheaval and transformation. The twentieth century, with its various wars fought in and over the Pacific, is only the most recent era to witness military strife and economic competition. While “Asia Pacific” and “Pacific Rim” were late twentieth-century terms that dealt with the importance of the Pacific to the economic, political, and cultural arrangements that span Asia and the Americas, a new term has arisen—the transpacific. In the twenty-first century, U.S. efforts to dominate the ocean are symbolized not only in the “Pacific pivot” of American policy but also the development of a Transpacific Partnership. This partnership brings together a dozen countries—not including China—in a trade pact whose aim is to cement U.S. influence. That pact signals how the transpacific, up to now an academic term, has reached mass consciousness. Recognizing the increasing importance of the transpacific as a word and concept, this anthology proposes a framework for transpacific studies that examines the flows of culture, capital, ideas, and labor across the Pacific. These flows involve Asia, the Americas, and the Pacific Islands. The introduction to the anthology by its editors, Janet Hoskins and Viet Thanh Nguyen, consider the advantages and limitations of models found in Asian studies, American studies, and Asian American studies for dealing with these flows. The editors argue that transpacific studies can draw from all three in order to provide a critical model for considering the geopolitical struggle over the Pacific, with its attendant possibilities for inequality and exploitation. Transpacific studies also sheds light on the cultural and political movements, artistic works, and ideas that have arisen to contest state, corporate, and military ambitions. In sum, the transpacific as a concept illuminates how flows across the Pacific can be harnessed for purposes of both domination and resistance. The anthology’s contributors include geographers (Brenda S. A. Yeoh, Weiqiang Lin), sociologists (Yen Le Espiritu, Hung Cam Thai), literary critics (John Carlos Rowe, J. Francisco Benitez, Yunte Huang, Viet Thanh Nguyen), and anthropologists (Xiang Biao, Heonik Kwon, Nancy Lutkehaus, Janet Hoskins), as well as a historian (Laurie J. Sears), and a film scholar (Akira Lippit). Together these contributors demonstrate how a transpacific model can be deployed across multiple disciplines and from varied locations, with scholars working from the United States, Singapore, Japan and England. Topics include the Cold War, the Chinese state, U.S. imperialism, diasporic and refugee cultures and economies, national cinemas, transpacific art, and the view of the transpacific from Asia. These varied topics are a result of the anthology’s purpose in bringing scholars into conversation and illuminating how location influences the perception of the transpacific. But regardless of the individual view, what the essays gathered here collectively demonstrate is the energy, excitement, and insight that can be generated from within a transpacific framework.

It has also been criticized for adopting a negotiating style reflecting the US regulatory approach to international trade and also as a geo-political strategy of the US for supporting its strategic rebalancing towards Asia. While each contribution focuses on the field of “Japanese American” studies, approaches to the subject vary—ranging from national and village archives, community newspapers, personal letters, visual art, and personal interviews. Research papers are divided into six sections: Racializations, Communities, Intersections, Borderlands, Reorientations, and Teaching. Papers by one or two Japan-based scholar(s) are paired with a U.S.-based scholar, reflecting the book’s intention to promote dialogue and mutuality across national formations. The book begins with Western encounters with the Pacific: Yunte Huang reads Moby Dick as a Pacific work, looks at Henry AdamsÕs not talking about his travels in Japan and the Pacific basin in his autobiography, and compares Mark Twain to Liang Qichao. Huang then turns to Asian American encounters with the Pacific, concentrating on the "Angel Island" poems and on works by Theresa Hak Kyung Cha, Lawson Fusao Inada, and Araki Yasusada. HuangÕs argument that the Pacific forms American literature more than is generally acknowledged is a major contribution to our understanding of literary history. The book is in dialogue with cross-cultural studies of the Pacific and with contemporary innovative poetics. Huang has found a vehicle to join Asians and Westerners at the deepest level, and that vehicle is poetry. Poets can best imagine an ethical ground upon which different people join hands. Despite this history, the myriad encounters that constitute the basic contours of transpacific studies have often been overshadowed by the traditional emphasis on transatlantic studies. In addition, although socio-political ties between Asia and Latin America have drawn attention among politicians and economists in recent years, there continues to be a critical void in the studies of literary, cultural, and historical relations between the two regions. This book challenges this double negligence, and engages in a global discussion about the relationship between Asia and the Hispanic world, which includes not only Spanish America, but also the Philippines under the Spanish empire. The essays presented in this volume explore the multidimensional nature of the trans-pacific intersection through historical studies, as well as literary and cultural criticism. Topics investigated include, for example, the overlooked aspect of the Hispanic Philippines, the “Orientalized” images of Latin American colonial art, modernista and vanguardista writings about India, and the experience of a Peruvian migrant worker in contemporary Japan. The diverse perspectives that the authors offer create a dialogue with each other, and together provide an interdisciplinary approach to the understanding of trans-pacific encounters, both past and present.
