This book attempts to systematically explain why democracies collapse. The author's main theoretical argument is based on the examination of two factors. One is political cleavages among voters. These can cause serious political conflicts and may lead to fierce political confrontation and major upheaval at the society level. The other revolves around the types of political and institutional arrangements under democratic regimes. Centrifugal democratic regimes are likely to weaken government capacity or state capacity, rendering governments incapable of effectively resolving political conflicts and, when these two factors come together, political conflicts are less likely to be controlled effectively. These situations can evolve into serious political crises and eventually lead to the collapse of democratic regimes. The empirical research of this book is based on a comparative historical analysis of Germany, Nigeria, Chile, and India. Examining democratic collapses from both theoretical and empirical perspectives, this book will be of interest to those engaged in the study of democracy, Political Science, Comparative Politics, and Political Theory.

After their disintegration, the former Yugoslav republics spiralled into a set of ethnic conflicts that did not leave a single one of them unscathed, and in the ex-Soviet space, conflicts were far more limited. This book offers an in-depth analysis of the difference in state collapses and ensuing conflicts in the Soviet Union and Yugoslavia by focusing on their asymmetric ethnofederal structure and the different dynamics of ethnic mobilization that the federal units experienced. Moreover, it explores the links between identity politics and international relations, as the latter has been a latecomer in research on ethnonationalism and ethnic conflict. Finally, it contributes to the literature on the democratization-conflict nexus by proposing that the sequencing of ethnic mobilization and political liberalization has significant effects on the likelihood of conflict. Building his argument on some forty case studies ranging through history from ancient Athens to Renaissance Italy to modern America, the author analyzes for the first time every instance in which democracies or regimes like democracies have confronted each other with military force. Weart establishes a consistent set of definitions of democracy and other key terms, then draws on an array of international sources to demonstrate the absence of war among states of a particular democratic type. His survey also reveals the new and unexpected finding of a still broader zone of peace among oligarchic republics, even though there are more of such minority-controlled governments than democracies in history.
