Book excerpt: The Terminal Conference (also known as the Potsdam Conference) marked the final meeting of the Allied leaders during World War II. Held in Potsdam, Germany, from July 17 to August 2, 1945, the conference was notable for several reasons. First, Germany had unconditionally surrendered on May 8, allowing the Allies to devote the majority of Terminal’s planning to the war against Japan. Second, two members of the original Big Three would not attend the conference in its entirety. President Franklin D. Roosevelt had passed away on April 12, and his role at the meeting was filled by his successor Harry S. Truman. Winston S. Churchill, the British prime minister, was only present for the first part of the conference; he was replaced on July 26 by the newly elected Clement R. Attlee. Of the original Big Three leaders, only Soviet premier Joseph Stalin attended all of the meetings at Potsdam. Focusing almost exclusively on the Pacific campaign, the Allied leaders and the Combined Chiefs of Staff discussed numerous topics related to the war against Japan. Primary among these was the unconditional surrender of Japan at the earliest possible date; this was the overall objective in the Asian theater. At the Tehran, Yalta, and Potsdam conferences, the Russian leader, Joseph Stalin, also played a major role. Under policy guidance from their national leaders, the newly formed US Joint Chiefs of Staff and their British counterparts, known collectively as the Combined Chiefs of Staff, hammered out the military details of allied strategy. The minutes of the Combined Chiefs' meeting at the major conferences touch on virtually every policy and strategy issue of World War II, from initial troop deployments to counter Axis aggression, through the debates about the location and timing of the principal Anglo-American offensives, to the settlement of post-war occupation boundaries. Besides being an invaluable primary source on the early years of the Joint Chiefs of Staff and on the planning and conduct of World War II, these documents also offer insights for today on the problems of managing a global coalition war. Originally highly classified documents, the minutes were declassified on October 3, 1973. TERMINAL (Potsdam, 17 July - 2 August 1945). This conference saw a changing of the guard among American and British leaders. Harry S. Truman replaced President Roosevelt, who had died on 12 April. In mid-conference, Clement Atlee replaced Churchill, whose party had lost Britain's first post-war election. The conferees discussed surrender terms for Japan, boundaries and peace terms for Europe, and Poland's frontiers and government. The Potsdam Declaration reaffirmed the Allies' demand for Japan's unconditional surrender and divestiture of its empire, but promised to respect the human rights of the Japanese people. Privately at this meeting, Truman informed Stalin that the United States had successfully tested a super-bomb.

For the first week, negotiations progressed relatively smoothly. But when the delegates took a recess for the British elections, Churchill was replaced—both as prime minster and as Britain’s representative at the conference—in an unforeseen upset by Clement Attlee, a man Churchill disparagingly described as “a sheep in sheep’s clothing.” When the conference reconvened, the power dynamic had shifted dramatically, and the delegates struggled to find a new balance. Stalin took advantage of his strong position to demand control of Eastern Europe as recompense for the suffering experienced by the Soviet people and armies. The final resolutions of the Potsdam Conference, notably the division of Germany and the Soviet annexation of Poland, reflected the uneasy geopolitical equilibrium between East and West that would come to dominate the twentieth century. As Neiberg expertly shows, the delegates arrived at Potsdam determined to learn from the mistakes their predecessors made in the Treaty of Versailles. Book excerpt: Resistance is a product of will times means, Carl von Clausewitz postulated in his treatise On War. In his 1993 Bombs, Cities, and Civilians, which the American Historical Review judged "must reading for anyone interested in the subject of air warfare," Conrad C. Crane focused on the moral dimension of American air strategy in World War II—specifically, the Allied effort to break the enemy's will through targeting civilians. With decades of research and reflection, and a wealth of new material at his command, Crane returns to the subject of America's WWII airpower strategy to offer an analysis fully engaged with the "means" side of Clausewitz's equation: the design and impact of strategic bombing of the enemy's infrastructure and thus its capacity to fight. A marked advance in our understanding of the use of airpower in war in general and the Second World War in particular, Crane's work shows how, despite an undeniable lack of concern about civilian casualties in Germany and Japan late in the war, American strategic bombing in WWII consistently focused on destroying the enemy's war-making capacity instead of its collapsing will. Further, Crane persuasively argues that in the limited wars since then, separating such targets has become increasingly more difficult, and all air campaigns against states have subsequently escalated to accept greater risks for civilians. American Airpower Strategy in World War II also provides an expanded close look at the use of airpower in the last three months of the strategic air war against Germany, when so many bombing missions relied upon radar aids, as well as the first direct comparison of 8th and 15th Air Force bombing campaigns in Europe. The result is the most coherent and concise analysis of the application and legacy of Allied strategic airpower in WWII—and a work that will inform all future practical and theoretical consideration of the use, and the role, of airpower in war.
