Book excerpt: An examination of the performance of U.S. manufacturing in historical and global perspective indicates that, contrary to recent fears, international trade competition has not induced the deindustrialization of America. During the 1970s the U.S. manufacturing sector fared relatively well compared to its counterparts in other industrual countries and its own post-war track record. Most of its problems in the early 1980s are linked to domestic recession and the strong U.S. dollar. A number of implicit assumptions in the current discussion about U.S. industrial performance are shown in this book to be inappropriate—changes in international trade are not the major reason for the declining share of manufacturing in U.S. employment: even though foreign productive capabilities are catching up with those of the United States, the U.S. comparative advantage in high-technology products has increased. The author looks at these and other issues and seeks to clarify some common misperceptions about U.S. manufacturing. He examines long-term trends and changes since 1973 in U.S. manufacturing—employment, capital formation, research and development expenditures, and output. He looks closely at manufacturing trade flows and their major determinants and at the role of trade in the U.S. manufacturing sector. The last part of the book addresses policy options for the United States, including laissez-faire, matching foreign subsidies, and new industrial policies. Changes in U.S. policies are suggested that might facilitate efficient structural trade adjustment, improve trade policy, and compensate for market failures.

Book excerpt: The share of U.S. multinational firms in world exports of manufactures has remained almost constant at about 17 per cent for the last 20 years while that of the U.S. as a country has declined substantially. The composition of world manufactured exports shifted toward high-technology or R&D-intensive products during these years and away from low-technology products. The comparative advantage of the U.S., and even more that of U.S. multinationals, were in high-tech products throughout the period, as was that of Japan. However, the U.S. and its multinationals shifted even further toward such products during the period than did the world as a whole, and the Asian NIC's exports moved still faster in this direction. With respect to short-run fluctuations, we find that the export shares of U.S. multinationals have been less sensitive to exchange rate fluctuations than those of the U.S. And shares in high-tech exports have been less sensitive than those in low-tech exports. High R&D intensity was a factor raising the competitiveness of U.S. industries and particularly that of U.S. multinationals in those industries. High advertising intensity raised the competitiveness of U.S multinationals but not usually that of their industries. Higher growth in R&D-intensity also led to increase in multinationals' shares of world exports between 1977 and 1982.

Available in PDF, EPUB and Kindle. Book excerpt: Does what economies export matter for development? If so, can industrial policies improve on the export basket generated by the market? This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

Available in PDF, EPUB and Kindle. Book excerpt: "This paper explores the link between technology, investment, price factors and export performance in a set of 21 OECD countries and for 7 science based sectors over the period 1988-1996. The main argument in the paper is that each industry contains a segment in which competition is based on new products and one in which competition is based on costs. Which of these two segments is the larger will depend on the stage in the business cycle. The existence of a list of high tech product exports allowed us to distinguish between these two segments for seven industries. Consistent with the conceptual model, technology is found to have a direct and highly significant correlation with high tech exports, which in turn positively influence the non-high tech export part of the industry. Hence, the indirect influence of patents on non-high tech exports is much higher than the direct one (which points to the existence of process innovation). The relation between the price factors and the non-high tech part remains ambiguous and difficult to explain. We suggest that high costs of employment might be an indication of the use of highly skilled personnel, which in turn points to innovative capacity as a basis for competition. The paper shows paradoxically that the linear view seems to be still valuable, but for reasons that can only be explained by the systemic approach."--Editor.

Book excerpt: Economists from Canada and Wales chronicle the theories of international trade that have arisen over the past few decades, document the empirical evidence that has been used to support or contest them, and explore the interplay between the two activities. They do not judge the empirical methods by today's ephemeral standards, but note that they were published in the most prestigious professional journals of their time. Their primary audience are practitioners, graduates, senior undergraduates in economics. Distributed in the US by St. Martin's Press. Annotation copyrighted by Book News, Inc., Portland, OR

Book excerpt: Hofman, a researcher with the Chile-based Economic Commission for Latin America and the Caribbean, uses growth accounting methods and previously unavailable long-term series data to assess the economic performance of the region during the century from a comparative and historical perspective. In particular he compares Latin American economies to those of advanced capitalist economies, to newly industrialized economies, and to Spain and Portugal because of the historical ties. He looks at the reasons for the poor or negative growth during the 1980s and the apparent recovery in the 1990s and at such problems as debt, income inequality, high inflation, cyclical instability, and political and policy instability.
