Book excerpt: A review of the international literature on the extra costs of disability was undertaken in the context of an assessment of two disability allowance programs in the United Kingdom: Disability Living Allowance (DLA) and Attendance Allowance (AA). The aim of allowance programs is to provide recipients (individuals or families) with financial resources that they can use in a flexible and efficient manner to improve their own lives. There is evidence that allowance programs can outperform other programs that pay directly for specific services. If the objective of allowance programs is to efficiently help recipients raise their standard of living, then the conceptually appropriate way to set the amount of the allowance would be to estimate how much additional income recipients would need to increase an operational measure of their standard of living to some target level. The amount of the additional income establishes an expenditure equivalence definition of the extra cost of disability. The few studies that have used the expenditure equivalence approach to measure the extra cost of disability, in the UK, Ireland, the United States and Australia, all found that the extra costs of disability are very large when expressed as a share of household income. The review concludes that a sounder approach to assessing AA and DLA would rely on collecting comparable expenditure data from samples of AA and DLA households. The report appendices include a summary of disability allowance programs from selected countries.

There has been a significant increase in the number of appeals by claimants, since the decision-making procedures were changed in October 1999. Decision-makers should make more use of personal communication with claimants to collect initial or follow-up evidence, and this is especially important as DLA applicants are unlikely to have a detailed grasp of the disability eligibility rules. If the Agency aimed for a 10 per cent reduction in DLA / Attendance Allowance appeals the saving would be in excess of £190,000 per year.

In 1985 the Conservative's Green Paper on social security reform announced that the benefits system had 'lost its way'. Attempts were made to curb benefits expenditure and reduce welfare dependency, for example through better 'targeting' of needs, the reinforcement ofpersonal and family responsibility, and tighter administrative controls. The ten years from 1988 to 1998 saw the introduction of many new benefit schemes including income support, family credit, the social fund, disability living allowance, incapacity benefit, and jobseeker's allowance as well asthe increasing influence of European Law. Yet the system 'achieves too little' according to the new Government's Green Paper on welfare reform, which promises ' a new contract between the citizen and the Government, based on responsibilities and rights'. The precise form these responsibilities andrights will take remains unknown, although we already have schemes like the New Deal and proposals for stakeholder pensions. Meanwhile, social security law continues to impact upon the lives of millions of citizens.After ten years of major legislative change, and with the prospect of a new direction, this is a time to take stock and to analyse the social and legal impact of the past decade's legislation, case law, and policy, as well as considering possible reforms. The book's approach is to organise this taskthematically, particularly with regard to the social context to social security, through discrete chapters on, for example, gender and the family, disability, housing, old age, and unemployment. It is also opportune to examine the theoretical framework of state welfare and social security,particularly in the context of social rights. The book aims to provide an authoritative, contextual and critical account of how British social security law has evolved, how it operates, its substance, and its social effects.
