Book excerpt: Designed to meet the basic needs of economists and statisticians, this pamphlet is unique in providing an explanation of the key principles underlying macroeconomic statistics when viewed as an integrated system. It highlights the interrelationships between the various sectors and provides a bridge linking the various macroeconomic accounts statistics-national accounts, balance of payments, government finance statistics, and monetary and financial statistics-to assist the reader in understanding the main concepts underlying these statistics. It does so by simplifying many of the concepts, explaining common features and differences, showing how the four key statistical areas harmonize, and providing examples to demonstrate the practical application and uses of the concepts within the conceptual framework. The pamphlet completely updates Pamphlet No. 29, Macroeconomic Accounts: An Overview, by Poul Hølst-Madsen, which was published in 1985.

Available in PDF, EPUB and Kindle. Book excerpt: Conventional measures of national income and product and its components have proved enormously useful as indexes of economic activity and as the empirical foundations of much of macroeconomic analysis. Robert Eisner's The Total Incomes System of Accounts (TISA) brings critical new dimensions to those measures. It offers systematic extensions and expansions in an effort to count all of the output that goes into economic well-being, now and in the future. Eisner counts nonmarket as well as market production, including vast amounts of services produced by housewives and others in the home, capital formation by government and households as well as business, human and intangible capital invested in education, R&D, and health care, as well as tangible capital. He offers measures of net revaluations of tangible assets, redefines the critical boundaries between final and intermediate outputs, and presents separate sector accounts for business, nonprofit institutions, government, government enterprises and households, which make clear the major contributions of nonbusiness sectors to our total national income. For these and other extensions, Eisner's TISA offers detailed and comprehensive income and product accounts in current dollars and product accounts in constant dollars for all of the years from 1946 to 1981, along with measures of capital stocks. Estimates of consumption, investment, and production functions with the new data sets, a review of other sets of extended accounts, and a detailed description of sources and methods are also provided.

Book excerpt: National income estimates date back to the late 17th century, but only in the half-century since the Second World War have economic accounts developed in their present form, becoming an indispensable tool for macroeconomic analysis, projections and policy formulation. Furthermore, it was in this period that the United Nations issued several versions of a system of national accounts (SNA) to make possible economic comparisons on a consistent basis. The latest version, SNA 1993, published in early 1994, occasioned this collection of essays and commentaries. The three chief objectives of the volume are: to enhance understanding of socioeconomic accounts generally and of SNA 1993 in particular; to offer a critique of SNA 1993, including constructive suggestions for future revisions of the system, making it even more useful for its national and international purposes; and to serve as a textbook, or book of readings in conjunction with SNA 1993, for courses in economic accounts.

While updating and clarifying the 1968 SNA, the 1993 SNA provides the basis for improving compilation of national accounts statistics, promoting integration of economic and related statistics, and enhancing analysis of economic developments. The 1993 SNA deals more clearly with relationships between economic flows (such as production, income, savings, accumulation, and financing) and links between these flows and stocks. At the same time the 1993 SNA reflects the many significant developments that have taken place in financial markets and completes the integration of balance sheets into the system. The 1993 SNA also suggests how satellite accounts (e.g. environmental accounts) and alternative classifications (e.g., through social accounting matrices) an be used to augment the central framework of the system.

Available in PDF, EPUB and Kindle. Book excerpt: This paper presents integrated macroeconomic accounts for the United States for the period 1985 to 2002 and discusses issues related to their construction and use. Specifically, it focuses on tying together the national income and product accounts (NIPAs) and international transaction accounts (ITA) published by the Bureau of Economic Analysis and the flow of funds accounts (FFA) published by the Federal Reserve Board. The paper provides integrated accounts for seven sectors: households and nonprofit organizations serving households, nonfinancial noncorporate businesses, nonfinancial corporate businesses, financial businesses, federal government, state and local governments, and the rest of the world. Each sector table has a full complement of accounts: current accounts (production and income accounts), accumulation accounts (capital account, financial account, and other changes in volume account), revaluation account, and balance sheet account. As a result, the sector statements trace the factors leading to changes in sector net worth. Relative to current publications of the two agencies, the tables go quite a bit further toward providing for the United States the sequence of accounts suggested in the System of National Accounts 1993 (SNA93), the recognized international standard. The tables use official data as of June 10, 2004; however, a few series have been created by the authors, and they are unofficial preliminary estimates at this time.

Book excerpt: This paper aims to promote harmonization between macroeconomic statistics guidelines and accounting standards. It first highlights recent development that act as drivers to the harmonization of the two systems. It then compares the two systems and reviews approaches aimed at further harmonization. This is followed by a description of the specificity of each system in terms of the emphasis each puts on various aspects of data quality. The paper concludes that through differences between the two systems will remain, they are more likely to be documented, via statistical metadata, than in the past; in the public sector, there is a promising potential for data reconciliation in the form of bridging items; and convergence is likely to be achieved in selected areas.

The focus of the workshop was on revising the presentation of the government sector in the U.S. economic accounts to bring it more into line with the international System of National Accounts (SNA) and current data collection capability, to enhance information about the public sector, and to make the U.S. accounts more comparable to those of other countries.

Book excerpt: Understanding macroeconomic developments and policies in the twenty-first century is daunting: policy-makers face the combined challenges of supporting economic activity and employment, keeping inflation low and risks of financial crises at bay, and navigating the ever-tighter linkages of globalization. Many professionals face demands to evaluate the implications of developments and policies for their business, financial, or public policy decisions. Macroeconomics for Professionals provides a concise, rigorous, yet intuitive framework for assessing a country's macroeconomic outlook and policies. Drawing on years of experience at the International Monetary Fund, Leslie Lipschitz and Susan Schadler have created an operating manual for professional applied economists and all those required to evaluate economic analysis.

Book excerpt: This joint publication of the United Nations, the European Commission, the International Monetary Fund, the Organization for Economic Cooperation and Development, and the World Bank reflects the changes and improvements that have been introduced to the System of National Accounts since its most recent revision in 1993. The System of National Accounts 2008 (2008 SNA) is a statistical framework that provides a comprehensive, consistent and flexible set of macroeconomic accounts for policymaking, analysis and research purposes. The 2008 SNA is expected to receive distinguished attention not only from professionals practicing in the field of national accounts but policy makers, analysts, academia and a broad range of users who rely on macroeconomic information obtainable from the updated system of accounts. It also provides an overarching framework for standards in other domains of economic statistics, facilitating the integration of these statistical systems to achieve consistency with national accounts. The publication that contains the 2008 SNA has been substantially updated from its previous version as a result of a multiyear collaborative project. Annex 3 of the publication provides a detailed description of the new features of the 2008 SNA. The 2008 SNA will support the implementation of international standards in national accounting and provide the methodological basis for improving the international comparability of national accounts data. When adopting the 2008 SNA as the updated new standard of national accounting, the United Nations Statistical Commission encouraged all countries to compile and report their national accounts on the basis of the 2008 SNA as soon as possible. The publication also provides practical new tools to complement the previously published version: a glossary of SNA terms and definitions and a comprehensive index.
