Book excerpt: Excerpt from The Supervision of Instruction The following discussion and analysis of the elements of the supervisory process, and statement of the technique and professional standards for the supervision of instruction, will be read with interest by those who are concerned with the work of school supervision. The author of the volume is a school supervisor of experience, who has been unusually successful in training young people for the teaching service. Training novices for success in teaching is even more difficult work than that of a school principal or superintendent in initiating new or poorly experienced teachers into the work of a city-school system. Out of his experience he has worked out the following analytical discussion of the principles underlying classroom supervision, and the devices and technique which should, and which should not be employed. The fundamental purpose of all school supervision is to increase the efficiency of the classroom teacher. School supervision is worthy of the name only when it results in such an increase. Supervisors who conceive their function to be that of an inspector, and who go about checking up work accomplished and locating those who do not follow directions, are worth little. Book excerpt: Excerpt from Supervision and the Improvement of TeachingA few reviewers suggested that a better organization would be to outline a definite plan of supervision for a year or half year, and then deduce the principles and procedures by means of a discussion of that plan. This would be undoubtedly an excellent scheme, but I do not feel that the scheme adopted is any less logical, namely, to attempt a definition of the field of supervision, to collect the information bearing upon it, and to point out that the supervisor should organize his own plans within the limits set up. A definite plan of supervision is an absolute essen tial, but it must be organized in terms of the situation involved and should be organized anew rather frequently. Such plans are discussed several times in the later chapters.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books. The supervisor should be well-equipped with tech nical knowledge and should possess numerous kinds of skill, skill in reading; skill in drawing; skill in music; skill in actual teaching; skill in analyzing a situation; skill in dealing with children; skill in dealing with teachers, and so on through a long list. A good teacher does not necessarily make a good supervisor. There are many qualities required in a supervisor that are not so essential for the classroom teacher. To be eminently success ful, the supervisor must possess a deeper insight into the prob lems involved in education than do those he is called upon to supervise. The supervisor should dominate not by reason of the authority given him but by reason of the fact that he has a larger and richer personality and is possessed of an unusually whole some and sympathetic attitude toward the children, the teachers, and the public. In some systems nothing is said to the teacher except suggestions of different ways of doing the work, impliedly ways that are better. In some systems an elaborate list of questions has been prepared on a sheet, and the supervisor checks up the work on as many as from sixty to one hundred forty questions, marking yes or no or some qualifying word which records the supervisor's judgment and saves the labor of writing the word. They serve a little hamlet, or a dozen farms which stretch a mile or more away, and they are governed by the annual school meeting of the people who sustain them and by the trustee whom those people choose to execute their will. The state gives them considerable aid and lays down the fundamentals for them, and then leaves them very largely to themselves. It can not be said that they are unworthy. On the whole, they fill their humble station and serve their stately purpose very well. They can not be artificially inflated or quickened without results which will be both tempor ary and undesirable. But they are of just as much concern and ought to have just as much thought and care from the state as any other part of the educational system. But the mighty engine of supervision wielded by a Horace Mann immediately turned the scale in favor of Massachusetts. Municipal taxation proved a far more powerful instrument than a school fund, although the latter had done good service in its day.* For the support of schools in sparsely settled rural districts, the State School fund and the quota assigned them from the State school-tax are still the most impor tant item. For cities and wealthy communities the local municipal tax is the chief and indeed a sufficient resource, except in those States that have limited the rate of taxation by constitutional provision. In 1832 he began the teaching of the blind, and built up the asylum for them an original institution of philanthropy, the ex ample for others in the land. He then went over the United States, addressing seventeen legislatures in order to lead 'them to provide for the education of the blind. Success in teaching some blind idiotic children gave him an interest in the subject of education for idiots. When a member of the legislature of Massachusetts, in 1846, he secured the ap pointment of a commission to report on the number and condition of idiots and imbeciles in the state. As chairman of it he prepared a careful study, on which have been based the provisions since made for teaching feeble minded children in that state and in many other states.
