Book excerpt: This book discusses the rise of polarity as a key concept in International Relations Theory. Since the end of the Cold War, until at least the end of 2010, there has been a wide consensus shared by American academics, political commentators and policy makers: the world was unipolar and would remain so for some time. By contrast, outside the US, a multipolar interpretation prevailed. This volume explores this contradiction and questions the Neorealist claim that polarity is the central structuring element of the international system. Here, the author analyses different historic eras through a polarity lens, compares the way polarity is used in the French and US public discourses, and through careful examination, reaches the conclusion that polarity terminology as a theoretical concept is highly influenced by the Cold War context in which it emerged. This volume is an important resource for students and researchers with a critical approach to Neorealism, and to those interested in the defining shifts the world went through during the last twenty five years.

Book excerpt: Coalition Management and Escalation Control in a Multinuclear World examines the impact of new technologies on twenty-first-century crisis management and armed conflict, as well as the unprecedented number and types of actors involved in current and potential flash-points. The book's basic thesis is that new technologies are changing how wars are fought and providing a broadening range of escalation options. Cyber weapons and artificial intelligence, as well as social media, blur traditional escalation thresholds with important consequences for deterrence. Nuclear weapons possessors, especially nations and powers new to their use, may have differing strategies concerning how, when, why, or where such weapons should be used either for purposes of deterrence or as actual warfighting instruments. Today's global map differs drastically from all previous eras, not only in the types and numbers of actors but also in the level of lethality, as well as the range and accuracy of weapons available with which to threaten or actually conduct battle. A world of Great Power competition, together with non-state armed groups contains risks for miscalculation including the possibility of catalytic warfare.

Book excerpt: To constrain nuclear proliferation, one must, in addition to designing a proliferation-resistant nuclear fuel cycle, identify a set of long-term arms limitation and security policies for the major states. These policies should be capable of satisfying various security and political objectives of non-nuclear weapon states, thereby minimizing their incentives to acquire independent nuclear weapon capabilities, and thus collectively minimizing future nuclear proliferation. Originally published in 1979, this book attempts to identify such a comprehensive arms limitation and security regime. It reviews negotiations concerning the NPT through the end of the Review Conference of the NPT in mid-1975 and the subsequent strategic debate concerning nuclear proliferation.

Book excerpt: Future historians are very likely to see nuclear proliferation—or the averting of nuclear proliferation—as one of the central determinants of international politics in the last quarter of the twentieth century. Certainly the development of an independent nuclear deterrent by the People's Republic of China and the possibility that Taiwan, Korea, Jap

Book excerpt: A blueprint of the current forces driving US foreign policy, addressing the status of the major corporation in international affairs, the balance between Atlantic and Pacific interests, and the role of the UN in setting and mediating those interests. The author looks beyond traditional subjects such as diplomacy and military power to examine the role that migration, tourism, and the media play in modern intergovernmental relations. He argues that public opinion is a significant factor in, and not just a reaction to, foreign policy. Annotation copyrighted by Book News, Inc., Portland, OR

Available in PDF, EPUB and Kindle. Book excerpt: Arguing that previous critiques of rational choice and deterrence theory are not convincing, Frank Harvey constructs a new set of empirical tests of rational deterrence theory to illuminate patterns of interaction between rival nuclear powers. He analyses the crisis management techniques used by the United States and the Soviet Union in twenty-eight post-war crises and isolates factors that promote or inhibit escalation of these crises. This "crises"-based data set serves as the basis for identifying patterns of response when one nuclear state is threatened by another. The Future's Back offers new directions for testing that emphasize a more unified approach to theory building and assesses the feasibility of alternative courses of action to prevent escalation of future disputes characterized by nuclear rivalry.
