Harvesting herring spawn is a specialized subsistence activity in which a relatively small number of Southeast Alaska residents harvest and distribute herring spawn widely throughout the state and beyond to relatives and other social relations. Annual subsistence harvest monitoring surveys began in 2002 in response to concerns from subsistence harvesters that the commercial sac roe herring fishery was negatively affecting subsistence harvesting success. This report presents the results of the 21st annual harvest survey conducted with households that harvest subsistence herring eggs in Sitka Sound. The survey generated data used to calculate estimates of the subsistence harvest of herring spawn on various substrates, including hemlock branches, kelp, and other seaweed in Sitka Sound. The most recent 10-year average (2012–2021) estimated annual harvest was 75,197 pounds. In 2022, an estimated total of 135,231 pounds of herring spawn was harvested; this level of harvest was nearly three times the estimated harvest of 2021 and is the largest estimated harvest since 2014. A combination of factors, including effort, the location of spawning activity, the quality of spawn deposition, and opportunity to fulfill latent need for herring spawn, contributed to the higher estimated harvest. Approximately 96% of the harvest was shared with other households within Sitka or in other communities in the state and beyond.

In 2021, an estimated total of 46,950 pounds of herring spawn was harvested; this level of harvest was more than double the estimated harvest of 2020 but still ranked among the lowest estimated harvests over the course of the project. Approximately 92% of the harvest was shared with other households within Sitka or in other communities in the state and beyond.

Approximately 94% of the harvest was shared with other households within Sitka as well as other communities in the state and beyond. The COVID-19 pandemic affected the harvest in 2020.

Information on contemporary use patterns derives from interviews conducted in Hydaburg in 1992. The report discusses traditional and contemporary production strategies; characteristics of those who harvest spawn on kelp; the frequency and timing, as well as the location, of harvest; and the methods of harvesting, handling, preserving, and consuming herring spawn on Macrocystis kelp. It includes a brief history of Haida barter and trade, as well as contemporary trading practices.

Book excerpt: Pacific herring in Southeast Alaska and Yakutat are harvested for subsistence, personal use, and commercial purposes. Subsistence products include whole herring and spawn on branches or kelp; commercial fisheries occur for food/bait, sac roe, and spawn on kelp. At times, the Alaska Department of Fish and Game conducts test fisheries for research and cost recovery. Commercial fisheries account for most harvest, which peaked during the reduction fishery in 1929/30 with 78,749 tons. Large-scale reduction fisheries operated during 1890s-1967. A winter bait fishery has generally occurred every year since the turn of the century. The sac roe fishery became the dominant fishery beginning in 1971. A wild spawn-on-kelp fishery occurred between 1963 and 1969, with a closed pound fishery authorized by the Alaska Board of Fisheries beginning in 1990. The management strategy for herring combines a sliding scale harvest rate and minimum biomass threshold to determine allowable harvest levels. Harvest rates may be set between 10% and 20% of forecasted mature biomass when above threshold, except in Sitka Sound where harvest rates may be set between 12% and 20%.
