This report presents the results of the 20th annual harvest survey conducted in Sitka and neighboring communities in 2021. The survey generated data used to calculate estimates of the subsistence harvest of herring spawn on various substrates, including hemlock branches, kelp, and other seaweed in Sitka Sound. The most recent 10-year average annual harvest (2011–2020) was 78,846 pounds. In 2021, an estimated total of 46,950 pounds of herring spawn was harvested; this level of harvest was more than double the estimated harvest of 2020 but still ranked among the lowest estimated harvests over the course of the project. Approximately 92% of the harvest was shared with other households within Sitka or in other communities in the state and beyond.

Annual subsistence harvest monitoring surveys began in 2002 in response to concerns from subsistence harvesters that the commercial sac roe herring fishery was negatively affecting subsistence harvesting success. This report presents the results of the 21st annual harvest survey conducted with households that harvest subsistence herring eggs in Sitka Sound. The survey generated data used to calculate estimates of the subsistence harvest of herring spawn on various substrates, including hemlock branches, kelp, and other seaweed in Sitka Sound. The most recent 10-year average (2012–2021) estimated annual harvest was 75,197 pounds. In 2022, an estimated total of 135,231 pounds of herring spawn was harvested; this level of harvest was nearly three times the estimated harvest of 2021 and is the largest estimated harvest since 2014. A combination of factors, including effort, the location of spawning activity, the quality of spawn deposition, and opportunity to fulfill latent need for herring spawn, contributed to the higher estimated harvest. Approximately 96% of the harvest was shared with other households within Sitka or in other communities in the state and beyond.

Book excerpt: "Herring are a foundation and cultural keystone species to Native peoples of Southeast Alaska, and nowhere is the rich cultural tradition of cultivating, gathering, processing, and distributing herring eggs more developed than in Sitka Sound. This report details the extensive material, social, and ceremonial benefits that flow from the sharing, gifting, and exchange of herring eggs collected at Sitka Sound, some 87 percent of which are distributed by harvesters to more than 40 communities around Alaska and beyond. Although hightly valued and celebrated as the first returning fish of the spring, marking the renewal of life and the annual subsistence cycle, the Indigenous herring economy is undervalued and undermined by contemporary fisheries management, putting increasing stress on Tlingit and other Native harvesters of herring eggs at Sitka Sound and elsewhere in Southeast Alaska."--Jacket.
