Available in PDF, EPUB and Kindle. Book excerpt: This book attempts to make a comparative analysis of the political process in four middle-sized American cities over the decade 1948-1957. By holding certain factors constant, explanations were sought for policy variations over this time span and in communities of similar size, ranging in population from 50,000 to 70,000. Naming their cities by means of the neutral symbols Alpha, Beta, Gamma, and Delta, the authors embarked upon an extensive program of research involving reading back through the daily newspapers of each city over the ten-year period and conducting extensive interviews, principally among those individuals most likely to be conversant with the city's key issues. An examination of the relationship between policy, the policy process, and general community characteristics provided a focus for the analysis of the data. Running through the gamut of civic activities, the cities' responses were found to vary with respect to urban renewal, park systems, pay scales for city employees, inspection services, and sewage disposal systems. A typology of local political values was applied in terms of four factors: economic growth, provision of life's amenities (that is, comforts as well as necessities), maintenance of traditional services only, and arbitrating among conflicting interests. A framework was thus provided for developing a theory of political decisions at the local level. Four Cities is the result and embodiment of this intensive and highly competent study. Its concluding chapters suggest ways in which community characteristics and institutional arrangements are related to the divergent courses cities take to meet their administrative problems, and the descriptive data throughout the book serve to test various generalizations about local politics made in the literature of political science. Anyone interested in city government—whether as a political scientist, urban sociologist, government researcher, or simply as a taxpayer—will find this book useful and enlightening.

Book excerpt: Urban Politics blends the most insightful classic and current political science and related literature with current issues in urban affairs. The book’s integrative theme is ‘power,’ demonstrating that the study of urban politics requires an analysist to look beyond the formal institutions and procedures of local government. The book also develops important subthemes: the impact of globalization; the dominance of economic development over competing local policy concerns; the continuing importance of race in the urban arena; local government activism versus the ‘limits’ imposed on local action by the American constitutional system and economic competition; and the impact of national and state government action on cities. Urban Politics engages students with pragmatic case studies and boxed material that use classic and current urban films and TV shows to illustrate particular aspects of urban politics. The book’s substantial concluding discussion of local policies for environmental sustainability and green cities also appeals to today’s students. Each chapter has been thoroughly rewritten to clearly relate the content to current events and academic literature, including the following: the importance of the intergovernmental city the role of local governments as active policy actors and vital policy makers even in areas outside traditional municipal policy concerns the prospects for urban policy and change in and beyond the Trump administration, including the ways in which urban politics is affected by, but not determined by, Washington. Mixing classic theory and research on urban politics with the most recent developments and data in urban and metropolitan affairs, Urban Politics, 10e is an ideal introductory textbook for students of metropolitan and regional politics and policy. The book’s material on citizen participation, urban bureaucracy, policy analysis, and intergovernmental relations also makes the volume an appropriate choice for Urban Administration courses. Available in PDF, EPUB and Kindle. Book excerpt: There are nearly 20,000 general-purpose municipal governments—cities—in the United States, employing more people than the federal government. About twenty of those cities received charters of incorporation well before ratification of the U.S. Constitution, and several others were established urban centers more than a century before the American Revolution. Yet despite their estimable size and prevalence in the United States, city government and politics has been a woefully neglected topic within the recent study of American political development. The volume brings together some of the best of both the most established and the newest urban scholars in political science, sociology, and history, each of whom makes a new argument for rethinking the relationship between cities and the larger project of state-building. Each chapter shows explicitly how the American city demonstrates durable shifts in governing authority throughout the nation’s history. By filling an important gap in scholarship the book will thus become an indispensable part of the American political development canon, a crucial component of graduate and undergraduate courses in APD, urban politics, urban sociology, and urban history, and a key guide for future scholarship.
