Book excerpt: On 7 July 2009 the Ministry of Defence announced its plan for a Strategic Defence Review to follow the 2010 General Election. The predecessor Defence Committee reported its views on the proposed Review in its fourth report of session 2009-10 (HC 53, ISBN 9780215543912). The current Defence Committee supports the recommendation in that report that the Review be broadened in scope in order to set the country's defence needs in a stronger foreign and security policy context. It is however recognised that the inclusion of broadly defined security concerns within the Review risks the dilution of the defence contribution. Immediate or short-term security issues and threats might dominate the Review to the exclusion of the medium to long-term defence assessments made by the MoD. The Government's need to tackle the deficit is understood yet there is concern at the possible consequences of the MoD's budget not being ring-fenced for the future, unlike those of the DFID and Department of Health. The capacity of the country even to sustain current in-use capabilities and therefore current operations could well be put at risk by the proposed cuts of between 10% and 20%. This report looks at these risks and the specific issues, including those of public consultation and the speed at which the Review process is being undertaken, involved.

An adaptable posture is proposed, enabling a flexible response to highest priority risks, maintaining a deterrent, enhancing partnerships, constant review of longer-term risks and uncertainties. Eight cross-cutting national security tasks are identified. An outline force structure, Future Force 2020, is planned for defence. Wider security covers terrorism, instability and conflict overseas, cyber security, civil emergencies, energy security, organised crime, border security, counter proliferation and arms control. Alliances and partnerships remain a fundamental part of the approach, including bilateral co-operation and multilateral engagement through NATO and the UN. Structural reform to ensure effective and efficient delivery of the strategy is described. Personnel reduction is to be: 5,000 Navy, 7,000 Army, 5,000 RAF, and 25,000 civilians.

Book excerpt: This report notes mounting concern that UK Armed Forces may be falling below the minimum utility required to deliver the commitments that they are currently being tasked to carry out let alone the tasks they are likely to face between 2015 to 2020 when it is acknowledged that there will be capability gaps. The Committee is concerned that UK Armed Forces will be continually operating at the maximum level envisaged by the Defence Planning Assumptions. The Committee is not convinced that this aspiration can be achieved by co-operation with our allies given the challenges of aligning political with operational needs. The SDSR identified seven military tasks and the Defence Planning Assumptions that underpin them. However the Review fails to show how decisions such as those on the Aircraft Carriers and Nimrod MRA4 will lead to the Armed Forces being able to undertake those military tasks. The Committee has serious concerns over the realisation of what is called "Future Force 2020", the Government's intended shape of the Armed Forces from 2020, particularly as the provision of the necessary resources is only a Government aspiration, not Government policy. The MoD must reform, and ensure substantially improved transparency and control over, its finance and budgetary practices. When committing to undertake new operations the Government should state from the outset where that operation fits in the Defence Planning Assumptions and which of the military tasks it is meeting. The Committee is concerned that the Government seems to have postponed the sensible aspiration of bringing commitments and resources into line, in that it has taken on the new commitment of Libya while reducing the resources available to MoD.

It examined the strength of the UK's defence and security policy and proposed a number of changes to the priorities and plans as set out in the 1998 Strategic Defence Review (SDR), in order to respond effectively against these new developments in international terrorism. The Committee's report examines how far the 'New Chapter' has met its objectives and whether it was an appropriate response to security interests and defence needs. The report focuses on issues of doctrine, concepts and general policy. The Committee's findings include: support for the creation of volunteer reserve Civil Contingency Reaction forces, but notes concerns over the effects on the normal activities of volunteer Reserves; lack of a proper debate on how to strike the right balance in combating terrorism between the use of military operations overseas and home defence; and concern that the MoD's proposed changes will further strain the UK's already stretched armed forces. It concludes that the MoD's decision to limit the scope of the 'New Chapter' to the specific threat from international terrorism has failed to take account of wider policy issues; and as a result, has highlighted many areas where recent developments are making the original SDR look increasingly out of date.
