The approach was a qualitative analysis of interviews conducted with second pillar experts and politicians of the Federal Assembly, complemented by a literature review and calculations. The evaluation of the financial state of the second pillar showed that the current state is sound, yet, that reforms must be undertaken. The analysis of the risk-return structure of the second pillar revealed that it has a substantially higher volatility for a similar return as compared to a BVG benchmark portfolio. The conclusion of the part on redistribution was that it is the purpose of pension funds to allow a collective of individuals to pool their insurance and financial market risks, however, not to transfer funds from active contributors to retirees. To increase the understanding of reforms of the pension system among the electorate, the awareness of financial topics must be raised by schools, employers and politicians. The paper concludes with the finding that liberalizing and depoliticizing the second pillar is critical to its future.

Available in PDF, EPUB and Kindle. Book excerpt: The quest for policy integration crystallized in the 1990s as awareness was growing that the current supply of narrow, sectoral, and little coordinated, or even overlapping and conflicting, policies could not cope efficiently and effectively with contemporary complex, cross-cutting and interdependent socio-environmental problems. Combining and coordinating policies properly promises to address this institutional misfit, "add value" to policies, support planning at national and sub-national levels, and facilitate the transition to sustainable development more generally. This book proposes a comprehensive conceptualization of policy integration and negotiates pertinent theoretical, methodological and applied issues from the perspective of selected EU policies - rural development, regional development, transport, social, economic, environmental, water resources, and biodiversity policy. Mediterranean desertification, an exceptionally complex socio-environmental problem, is used as an illustrative example as the idea for this book transpired while researching the topic of policy making to combat desertification in the context of MEDACTION, an EU-funded research project.

Available in PDF, EPUB and Kindle. Book excerpt: The four decades of neoliberalism, globalisation and financialisation have produced crises - financial and pandemic - and rising inequality. The climate emergency threatens the future of the planet. This book explores many dimensions of the background to these crises. There is the development of policy agendas to address the climate emergency. The rise in inequality is studied in terms of impacts of financialisation and the relationships between growth and inequality. The record of the neoliberal experiment in the USA is critically examined. The roles of financial institutions including public banks and micro-finance are explored, as is the need for improved financial oversight in the Economic and Monetary Union. The growth of global value chains has been a major aspect of globalisation, and the question is examined of whether such chains provide a ladder for development. Globalisation has also featured trade imbalances and large capital flows, and their causes and effects are examined with respect to China and South Africa respectively. This volume will be of great value to students, scholars and professionals interested in political economy, economic thought, climate change, sustainability and business studies. The chapters in this book were originally published as a special issue of the journal, International Review of Applied Economics.
