Dress has been harnessed as a metaphor for both progress and stability, the exotic and the utopian, oppression and freedom, belonging and resistance. Dressing with Purpose examines three Scandinavian dress traditions—Swedish folkdräkt, Norwegian bunad, and Sámi gákti—and traces their development during two centuries of social and political change across northern Europe. By the 20th century, many in Sweden worried about the ravages of industrialization, urbanization, and emigration on traditional ways of life. Norway was gripped in a struggle for national independence. Indigenous Sámi communities—artificially divided by national borders and long resisting colonial control—rose up in protests that demanded political recognition and sparked cultural renewal. Within this context of European nation-building, colonial expansion, and Indigenous activism, traditional dress took on special meaning as folk, national, or ethnic minority costumes—complex categories that deserve reexamination today. In the context of public life, value is an important measure on the contribution to business and social good of activities for which strict financial measures are either inappropriate or fundamentally unsound. A systematic, interdisciplinary examination of public value is necessary to establish an essential definition and up-to-date picture of the field. In reflecting on the ‘public value project’, this book points to how the field has broadened well beyond its original focus on public sector management; has deepened in terms of the development of the analytical concepts and frameworks that linked the concepts together; and has been applied increasingly in concrete circumstances by academics, consultants, and practitioners. This book covers three main topics; deepening and enriching the theory of creating public value, broadening the theory and practice of creating public value to voluntary and commercial organisations and collaborative networks, and the challenge and opportunity that the concept of public value poses to social science and universities. Cognizant of these problems, William Penn Foundation and the Greater Philadelphia Cultural Alliance asked RAND to examine the condition of Philadelphia's arts and culture sector and recommend actions to ensure its sustainability. The authors identify the sources and characteristics of this new environment and describe the ways local arts communities are responding to the challenges confronting them. In the course of their analysis of eleven metropolitan regions, including Baltimore, Boston, Charlotte, Chicago, Cleveland, Denver, Detroit, Minneapolis, Philadelphia, Phoenix, and Pittsburgh, they introduce two novel ways of examining the local arts sector. First, they focus on the relationship among the three components of communities' "arts ecology": their arts infrastructures; the support systems upon which the arts depend; and the sociodemographic, economic, and the political environment in which they operate. Second, they create a new framework for describing and evaluating the range of support services that communities provide to their arts sectors. They then use this framework to analyze the components of Philadelphia's arts ecology and assess its specific strengths and weaknesses.

Book excerpt: Over the past two decades, there has been a major increase in research into the effects of the arts on health and well-being, alongside developments in practice and policy activities in different countries across the WHO European Region and further afield. This report synthesizes the global evidence on the role of the arts in improving health and well-being, with a specific focus on the WHO European Region. Results from over 3000 studies identified a major role for the arts in the prevention of ill health, promotion of health, and management and treatment of illness across the lifespan. The reviewed evidence included study designs such as uncontrolled pilot studies, case studies, small-scale cross-sectional surveys, nationally representative longitudinal cohort studies, community-wide ethnographies and randomized controlled trials from diverse disciplines. The beneficial impact of the arts could be furthered through acknowledging and acting on the growing evidence base; promoting arts engagement at the individual, local and national levels; and supporting cross-sectoral collaboration.
