Stovel examines the changes in that country's balance of payments and balance of trade from confederation to the present day, including as part of his examination historical, statistical, and theoretical points of view. The author also reexamines critically--and finds himself in sharp disagreement with--Jacob Viner's classic in the field, Canada's Balance of International Indebtedness, 1900-1913, which has long been considered the definitive analysis of the subject. Developing in Part I an eclectic theory of international balance of payments, and in Part II concentrating on the Canadian balance of trade and balance of payments in relation to economic developments preceding World War I, Stovel carefully prepares the foundation for a critique of Viner's analysis of the period 1900-1913. Discussing the inadequacy of the Mill-Taussig theory and its empirical verification, and observing the extent to which the newer theoretical developments have afforded increased understanding, Stovel criticizes Viner's statistics and the use to which they were put. He delineates with telling clarity the mutual interaction of many elements in cyclical growth development, as opposed to the oversimplified and inadequate causal links of the earlier theory. In addition to the wealth of analysis of the earlier period, the author investigates the interwar period, with the postwar boom and the depression of the thirties, presenting a careful analysis of the structural changes in the balance of payments during this period as well as indicating the change in Canada's relation to the United States and Great Britain. The concluding section of the book deals with the period following World War II, and the author indicates the possible lessons to be learned from Canada's experiences and the improvements in government policy that have taken place, especially with respect to exchange rates.

According to the authors of this study, Canada has failed to come to terms with those changes. Our industrial policy is diffuse, ad hoc, and sectoral. Michael Atkinson and William Coleman argue that in order to analyse Canada’s industrial policy effectively, particular attention must be given to industry organization, state structures, and systems of interest intermediation at the sectoral level. To make such an analysis they introduce the concept of policy network, and apply it to three types of industrial sectors: the research-intensive sectors of telecommunications manufacturing and pharmaceuticals; the rapidly changing sectors of petrochemicals and meat processing; and the contracting and troubled sectors of textiles, clothing, and dairy processing. Through the lens of these sectors Coleman and Atkinson shed considerable light on the intersection of political considerations and policy development, and offer a new base on which to move forward in planning for economic growth.

Governments have, to varying degrees, adopted policies that have led to deregulation: the liberalization of trade; the privatization of state entities; and low-rate, broad-base taxes. Yet some countries embraced these policies more than others. Johan Christensen examines one major contributor to this disparity: the entrenchment of U.S.-trained, neoclassical economists in political institutions the world over. While previous studies have highlighted the role of political parties and production regimes, Christensen uses comparative case studies of New Zealand, Ireland, Norway, and Denmark to show how the influence of economists affected the extent to which each nation adopted market-oriented tax policies. He finds that, in countries where economic experts held powerful positions, neoclassical economics broke through with greater force. Drawing on revealing interviews with 80 policy elites, he examines the specific ways in which economists shaped reforms, relying on an activist approach to policymaking and the perceived utility of their science to drive change.

Book excerpt: In contrast to many countries, such as the United States, it is easier to monitor actual changes in Canadian economic activity because Statistics Canada reports an estimate of the real GDP at factor cost each month. But this measure of the state of economic activity, including its quarterly estimate at market prices, is not available for the provinces and territories. The estimates of real GDP for the jurisdictions are only reported annually by the statistical agency and with a lag of several months after the end of the reference year. Thus, monitoring quarter-to-quarter changes in overall economic activity for most jurisdictions is not possible. This paper introduces new quarterly composite indexes of coincident indicators of economic activity for each province and two of the three territories in order to assist in monitoring developments in regional economies. The indexes are built using the methodology developed at the U.S. NBER. Our results indicate that the composite indexes are generally more highly correlated with real GDP growth than commonly used high-frequency regional economic indicators. Secondly, the results show that the composite indexes perform well in predicting provincial and territorial real GDP growth over the 1980s and 1990s. On a quarterly basis, the composite indexes for Qub̌ec and Ontario explain nearly 60 per cent of the variance in their respective real GDP growth. On an annual basis, the composite indexes for Qub̌ec, Ontario, Alberta and British Columbia - four provinces representing 90 per cent of Canadian real GDP ¡ predict about 80 per cent or more of the variance of real GDP growth. Thirdly, the results suggest that the characteristics of the business cycle for some jurisdictions are different from the national business cycle. This is attributable, in part, to the fact that their industrial structure differs from the national structure and the existence of local exogenous shocks. In brief, the composite indexes of coincident indicators will enable an improved monitoring and assessment of the strength and direction of regional economic growth in Canada. Furthermore, the indexes will be timely and available with a lag of only two months after the reference quarter. Lastly, the indexes are intended to provide only an indication of the strength and direction of regional economic activity. The rate of growth of a composite index by itself is meaningless and therefore is not and should never be used as a forecast of growth in real GDP.

Using the case of energy, the book argues that policymakers will address the national interest, but only episodically with the onset of major national crises that invoke a higher and sustained sense of national priorities. These crises are frequently induced by the interaction of domestic and foreign political and economic forces. The conclusions are surprising. Despite profound political and economic differences between these two countries, policymakers have behaved in remarkably similar ways when arriving at key policy decisions. The explanation – which integrates two competing views of politics, the pluralist and the statist – has important implications with regard to the political processes in those states which, like Canada and Mexico, are exposed to the world economy and face problems of political legitimacy at home.
