Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1988. In 1986 Croom Helm published, for the Royal Institute of International Affairs, Northern Waters: security and resource issues, which included a number of contributions from the Northern Waters Study Group of the Scottish Branch of the Royal Institute. This Study Group brought together academics, businessmen, civil servants and serving officers interested in Northern Waters and helped arrange a number of seminars and international conferences. Its members also had contacts with those in Scandinavia and North America who had a professional involvement in Northern Waters. Since the establishment of the Study Group in 1979, interest in Northern Waters has flourished in Britain, the United States, Canada, West Germany and the Nordic countries. In Autumn 1985 the Centre for Defence Studies, University of Aberdeen, held an International Colloquium on what have probably been the main inspirations for the attention devoted to Northern Waters — increased Soviet activity therein and the response of the Western powers. This book reflects some of the issues dealt with at that colloquium and, like the 1986 book, covers jurisdictional and resource questions as well as those concerned with international security.

Book excerpt: Navies in Northern Waters is a collection of articles covering the roles played by the secondary navies of northern European powers and the United States within the maritime balance of power. The contributions covering the 18th and 19th centuries focus on their relations with each other as they sought to create a counterweight to the dominant naval power of Britain. The inter-war years are treated from the perspectives of international disarmament efforts within the framework of collective security, and the subsequent naval rivalry in the Baltic area in the years leading up to the Second World War. For the post-1945 period, the contributions concentrate on superpower rivalry in northern waters during the Cold War, the changing aspects of security policy since the collapse of the Soviet Union and the particular challenges facing small coastal states policing extensive waters of increasing economic importance.

Available in PDF, EPUB and Kindle. Book excerpt: A thrilling story of the Cold War, told by a former navy secretary on the basis of recently declassified documents. When Ronald Reagan took office in January 1981, the United States and NATO were losing the Cold War. The USSR had superiority in conventional weapons and manpower in Europe, and had embarked on a massive program to gain naval preeminence. But Reagan already had a plan to end the Cold War without armed conflict. Reagan led a bipartisan Congress to restore American command of the seas by building the navy back to six hundred major ships and fifteen aircraft carriers. He adopted a bold new strategy to deploy the growing fleet to northern waters around the periphery of the Soviet Union and demonstrate that the NATO fleet could sink Soviet submarines, defeat Soviet bomber and missile forces, and strike aggressively deep into the Soviet homeland if the USSR attacked NATO in Central Europe. New technology in radars, sensors, and electronic warfare made ghosts of American submarines and surface fleets. The United States proved that it could effectively operate carriers and aircraft in the ice and storms of Arctic waters, which no other navy had attempted. The Soviets, suffocated by this naval strategy, were forced to bankrupt their economy trying to keep pace. Shortly thereafter the Berlin Wall fell, and the USSR disbanded. In Oceans Ventured, John Lehman reveals for the first time the untold story of the naval operations that played a major role in winning the Cold War.

Book excerpt: Remote Sensing of Sea Ice in the Northern Sea Route: Studies and Applications initially provides a history of the Northern Sea Route as an important strategic transport route for supporting the northern regions of Russia and cargo transportation between Europe and the Northern Pacific Basin. The authors then describe sea ice conditions in the Eurasian Arctic Seas and, using microwave satellite data, provide a detailed analysis of difficult sea ice conditions. Remote sensing techniques and the basic principles of SAR image formation are described, as well as the major satellite radar systems used for ice studies in the Arctic. The authors take a good look at the use of sensing equipment in experiments, including the ICE WATCH project used for monitoring the Northern Sea Route. The possibilities of using SAR remote sensing for ice navigation in the Northern Sea Route is also detailed, analysing techniques of automatic image processing and interpretation. A study is provided of regional drifting ice, fast ice and river ice in the coastal areas of the Arctic Seas. The book concludes with a review of the practical experience using SAR images for supporting navigation and offshore industrial activity, based on a series of experiments conducted with the Murmansk Shipping Company on board nuclear icebreakers.

Book excerpt: The topic, "Northern Sea Route" has become a highly relevant point on the strategic radar screen of many business and military leaders, since global climate change now opens up a hitherto impassable sea route and positions it as a strategic alternative to the Suez route. Add to this the discovery of many easily extractable commodities and metals in the arctic area. For entrepreneurs, this setting offers new opportunities and risks; for academics, a new research context emerges. The book discusses the strategic, economic, logistic, judicial and military challenges of the future great game in the arctic sea.

Book excerpt: The survival of NATO as a viable alliance is currently challenged by a shift in the strategic balance of power, as well as by global events and contingencies that extend far beyond NATO's boundaries. In the face of these challenges, existing institutional mechanisms are proving inadequate to respond effectively. The distinguished contributors to this volume draw on their vast political and diplomatic experience to identify and analyze the problems confronting NATO for the remainder of the twentieth century. They make clear the need for a trans-Atlantic communication network among policymakers, scholars, and others-a network that will allow an ongoing process of analysis and assessment of NATO's strategic, economic, and political problems, along with the identification of appropriate reactions.
