Although many ideological, political, and economic aims have shaped particular Chinese policies, Peking's dominant concern has been national security. Since the late 1960s, its leaders have viewed the Soviet Union as the primary threat to China and have pursued a distinctive, Maoist, balance-of-power strategy against it. China's post-Mao leaders continue to give priority to strategic considerations and the problems of relations with the other major powers. It cannot be assumed, however, that they will simply continue past policies. The recent changes both within China and in the broad pattern of international relations in East Asia have created a new situation. In this study, A. Doak Barnett analyzes in detail China's bilateral relations with the Soviet Union, Japan, and the United States. He also examines the changing nature of the four-power relationship in East Asia. On this basis, he discusses possible future trends in Chinese policy and the prospects for achieving a more stable regional equilibrium.

In it he sought to downplay the military component of his Asian strategy in an attempt to gain the greater economic and political leverage denied his predecessors. Although he is anxious to achieve as many improvements with as many Asian nations as he can, the lack of substantial new proposals demonstrates that Gorbachev remains more capable of altering his style than the substance of Soviet Foreign Policy. Gorbachev's predecessors did so badly in the region-pushing, threatening, sneering and spying while being unable to offer tangible economic benefits-that Gorbachev may make immediate headway by simply behaving normally. Beyond that, if successful domestic economic reforms generate Soviet trade with the region and if Gorbachev is able to prevail over forces that resist making substantial diplomatic concessions, further penetration into the region will become possible. The Soviet leadership has realized that over the past decade, the Asian-Pacific region has greatly increased its importance to the world. Moscow also believes that the Pacific will play a crucial role in deciding possible future political structure since the four major powers (Soviet Union, United States, China, Japan are located there. Strategically, Soviet fears are of becoming susceptible to the opening of a second front in a war with NATO and of growing vulnerable to increasing Sino-Japanese-American cooperation. The Soviets will combine veiled and not-so-veiled threats with high-sounding proposals for arms control agreements in order to build public political pressures in the region against security cooperation with the U.S., and with a crucial goal of hobbling the U.S.'s influence in the regions. Of grave concern to the U.S. is the historical Soviet method of activating their foreign policy by a combination of threats and promises.

On the contrary, because the communist party states of East Asia appear to be undergoing a process of reform directed primarily at economic modernization, it is now regarded as a potential market. The West’s attitude is reinforced by the recognition of East Asia’s economic importance more generally – a perception which in itself undoubtedly stimulated reform in the region’s communist party states. The causes, extent and consequences of reform in the East Asian communist party states are the concerns of the contributions to this volume, first published in 1988. It includes chapters on the reform process in China, North Korea, Vietnam and Mongolia; as well as examinations of the roles played by both China and the Soviet Union in the Asia-Pacific region. They demonstrate that a belief in a simple, single process of economic and political liberalization – brought about by the drive for economic modernization, the production imperative – is a misleading argument. Although the production imperative might act as a stimulus to reform, it is neither a sufficient nor even a necessary condition. In individual countries the communist party’s search for legitimacy, a change of leadership, or the relationship with the USSR have equally been the spur to reform. The drive for economic modernization may even be a consequence of the communist party’s desire to reform rather than a cause. The absence of a uniform pattern does not detract from the potential consequences of economic and political change. These challenge socialist thinking on the nature of collective life, ownership and rural society.
