Available in PDF, EPUB and Kindle. Book excerpt: What are the key factors that will shape the post-Soviet military system? Leading experts assess the geostrategic context in which leaders must operate, the nature of future war, foundations of military power, dilemmas confronting a multinational military force, problems in managing a nuclear arsenal, civil-military relations, economic priorities and problems, and ethnic questions. This current evaluation of how war and the Soviet Union are being transformed is an invaluable study for students and experts in military studies, political science, and the social sciences generally. In this collection of important perspectives, Soviet military elites and influential civilian policymakers discussed what previous and present developments will require in the future. This collaborative effort examines what Moscow sees as important requirements. The study analyzes Soviet forecasting methodologies, naval developments, views about theater warfare in Europe, developments in C3I, the role of space, the Soviet military economy, mobilization regimes, Soviet views on American military thought, perspectives on the initial period of warfare and changes in operational arts. Chapter endnotes and reference lists point to major sources of Soviet scholarship.

Available in PDF, EPUB and Kindle. Book excerpt: Georgii Samoilovich Isserson (1898-1976) was one of the most prescient and prolific authors on military art in the years preceding World War II. His theories greatly influenced the Red Army's conduct of operations and were instrumental in achieving victory over Germany. This book gathers together for the first time English translations of Isserson's most influential works, including some that are still classified. His writings on the preparation and conduct of the deep offensive operation--the deployment of tanks, mechanized infantry, air power and airborne troops to penetrate deeply echeloned defenses--also serve as a primer on how to construct a position to defeat such an attack. His well argued defense of the deep operation based on an examination of recent wars and his reminiscences about the people and events that shaped Soviet military theory in the 1930s are included.

Book excerpt: This study of Soviet military strategy is based upon the relationship between the army and politicians as well as Soviet writings on the subject of military strategy. Thanks to the policy of glasnost, it incorporates Soviet materials hitherto unavailable in the West. It should not be considered simply as a retrospective account of what was; it forms at least part of the context for what will be in the future.

Available in PDF, EPUB and Kindle. Book excerpt: Military affairs have been affected by major changes in recent years. The bipolar world of two superpowers has gone. The Cold War and the global military confrontation that accompanied it have ended. A new military and political order has emerged in the world, but the world has not become more stable; indeed, wars and armed conflict have become much more common. Forecasting the contours of future armed conflict is no easy task at such times, but this is the primary objective of If War Comes Tomorrow? Focusing on the impact of new technologies, General Gareev considers whether war is still a continuation of politics by other means' or whether the political, ideological, and technical transformation have broken that connection. He explores the linkage between threats to Russian national interests and war as an instrument of policy in great detail and concludes that there is very little prospect either of nuclear war or widespread conventional war. However, he does see local armed conflicts and local wars increasing, with greater emphasis on subversion. He argues that coming decades will see a shift towards a reliance upon indirect means to accomplish limited political ends, and analyses both information warfare and the revolution in military affairs from this perspective.

In the present climate of political and economic instability in the Soviet Union, a thorough examination of Soviet command and control is essential. [The author] describes the origins and current configurations of the system. He explains how technological advances in weapons systems and developments in troop control have promoted change at all levels. These in turn have influenced military doctrine, the constantly evolving set of precepts and theories that define much of Soviet strategic and operation practice"--Dust jacket.

Available in PDF, EPUB and Kindle. Book excerpt: During the Cold War, Westerners were obsessed with the military policies of the Soviet Union. Until the demise of the Soviet Union, however, few details of Moscow's thinking on military matters were available. In this book, Andrei Kokoshin reveals how Soviet military theorists developed and debated the concepts that provided the basis for the Kremlin's defense policies. Drawing on Soviet-era archives and unpublished materials, he sheds light on this important chapter in the history of Russia and the world. The book covers three main themes: the relationship between politics and military strategy in the Soviet Union; how the Soviet political and military leadership assessed threats to Soviet security, the nature of future wars, and methods of warfare; and the relationship between offense and defense in Soviet military strategy. Kokoshin places the strategic concepts behind Moscow's military policies in the context of internal and international struggles for power, and assesses the future role of military power in Russia's national security strategy.

Available in PDF, EPUB and Kindle. Book excerpt: Soviet perceptions of U.S. strategy remained remarkably consistent from the post-Stalin period through the collapse of communism in Eastern Europe and the Soviet Union itself. The consistency of the Soviet tendency to engage in the 'mirror-image' fallacy in their analyses of U.S. doctrine and strategic intentions has profound implications for the future relationship of the U.S. and the now-independent republics. This authoritative volume analyzes the Soviet/Russian perspectives of U.S. strategic evolution from the declaration of the 'massive retaliation' doctrine of 1954 through the Soviet collapse of 1991.The Soviets considered the growth of their strategic nuclear arsenal as the main factor giving them political leverage over U.S. foreign policy and predicted that a defense policy based on strategic defense would be the most effective deterrent from a Soviet perspective. Now the Russian military and political leadership places a high value on strategic nuclear forces in terms of political leverage and prestige.Building upon a wide variety of international sources, the Lockwoods offer a penetrating assessment of how the present Russian perspective will affect political relationships, not only with the U.S. and the West, but also among the independent republics. This factor will become ever more critical as they vie for decentralized versus unified control of what was the Soviet nuclear arsenal under the shadow of the collapsing economies. The authors also introduce a new theory concerning the future impact of ballistic missile defense on operational warfare in light of the U.S. experience in Operation Desert Storm. The Russian View of U.S. Strategy provides a comprehensive historical context and an up-to-date appraisal of an uncertain and potentially volatile development in U.S.-Russian relations. It will be of interest to historians, policymakers, and military analysts.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this book is to document from basic Soviet sources the development of Soviet military doctrine and its impact upon the Soviet Armed Forces. Soviet military doctrine is defined as the military policy of the Communist Party. In one way or another, this policy affects the lives of all of us-as a possible threat to free institutions and political processes as well as to our economic life and well-being. Generally we approach Soviet military policy in terms of military balances and weapons: comparisons in the number of men under arms, the speed of aircraft of the Soviet bloc versus that of NATO aircraft, the number of ballistic missiles and their throw-weights. Studying such balances is of critical importance in defining, to some degree, existing forces. But it is only through a deep and thorough study of the military policy of the Communist Party, which translates directly into military doctrine, that we can obtain the background that might aid in negotiating with the Soviets on arms control matters or in making decisions that will enable those nations outside of the Soviet bloc to deter future Kremlin military moves.

Available in PDF, EPUB and Kindle. Book excerpt: This concise history of the major military reforms in the Soviet Union in the twentieth century fills an essential gap in scholarly studies on the subject and provides a model for analyzing past and future doctrine, force structure and technology, and command and control tactics. This study should be a benchmark for measuring and identifying reforms in three key periods. It is intended for historians and analysts in military affairs; political scientists; and scholars dealing with Soviet, Russian, and the new independent states in the region. This invaluable history analyzes three periods of fundamental reform. The Frunze reforms of the mid-1920s laid the institutional basis for the Red Army, enabling it to develop into an integrated and professional army. The post-World War II reforms and the process of demobilization and mobilization permitted the Soviet Union to remain a nation under arms without hobbling its economy. The revolution in military affairs in the Krushchev era illustrated Soviet accommodation to technological changes in warfare. And finally, the process of reform and imperatives for reform are evident in the Gorbachev programs of perestroika and glasnost, which were cut short. The case studies are made against a backdrop of external and internal politics and economics. Currently the centralized Soviet structures are disintegrating along lines by which they were developed earlier. Whatever the future, military reform and reorganization will relate closely to past practice. There are many similarities between past and present challenges and many lessons to be learned.

Book excerpt: This unique analysis of Soviet and Russian defense affairs provides an authoritative and thoroughly documented assessment from a former Soviet foreign policy insider. As an active and informed participant, Sokov's discussion of the evolution of the Soviet and Russian strategic posture offers fascinating and illuminating firsthand insights into Soviet weapons systems, elite decisionmaking, and bureaucratic politics during both the Soviet and Russian periods. The book thus casts light not merely on the development of the Soviet ICBM and SLBM programs, but on a much broader spectrum of issues linked to Soviet and Russian security policy formulation. With its combination of informed analysis and use of new documentation, this work will be invaluable for all concerned with U.S.-Russian strategic relations.
