Based on cooperation rather than confrontation, this change in approach has contributed to a situation where both East and West now stand at the edge of radical arms reductions. This paper examines a number of fundamental principles which have guided the Soviet approach to conventional arms control issues over the past three years. The paper demonstrates that, though it was initially an idea with little substance, the principle of reasonable sufficiency and its corollaries have become central to Soviet thinking on arms control and disarmament.

One of Gorbachev's greatest challenges is to apply "new thinking" to the military sphere. Under this rubric such phrases as "reasonable sufficiency", and "reliable defence" are used by Soviet military leadership to

Available in PDF, EPUB and Kindle. Book excerpt: "As part of his "new thinking" ([novoe myshlenie]), Mikhail Gorbachev has introduced a number of new concepts whose meanings are still under debate both inside and outside the Soviet Union. One of these concepts, "reasonable sufficiency" (razumnaia dostatochnost'), provides material for a wide-ranging civil-military and intra-military conflict on Soviet national security policy. This paper discusses the concept of "reasonable sufficiency" in its domestic context as one of the tools used by the Soviet leadership to undermine and divide the Soviet military so it cannot function as an interest group against changes in doctrine and defense spending. The authors conclude that there is evidence that the Soviet leadership has had some success. As a result, the monopoly of the Ministry of Defense and the General Staff on defense policy development appears to be broken. Whether the civilians will maintain the momentum and expertise to redefine who will decide the nature of the external threat to the Soviet Union remains to be seen."--Rand abstracts

Book excerpt: This Note offers a synoptic review of the defense policy of the Soviet Union, including discussions of the organizational framework and pattern of Soviet defense decisionmaking, key elements of Soviet military doctrine and strategy for intercontinental and theater warfare, recent developments in Soviet and conventional forces, and the Soviet approach to arms control. Sources include reports and analyses by U.S. and Soviet scholars and the author's own research and observations made during recent visits to the Soviet Union. Owing to profound domestic economic and political crises, the strength of the Soviet Union is being questioned at home and abroad. Although the military continues to exert important influence and expertise in defense matters, even under the current restructuring (perestroika) the senior party leadership makes the final decisions.

Available in PDF, EPUB and Kindle. Book excerpt: The legal foundation of the contemporary European security order is the Treaty on Conventional Armed Forces in Europe (CFE). Negotiated by NATO and the Warsaw Pact states as the Cold War was ending and implemented as the new Europe took shape, the CFE Treaty imposes strict limits on the armed forces of all the major European states. This book takes a detailed look at the origins and evolution of the CFE negotiations and the impact of the CFE Treaty on European Security. It draws extensively on interviews with participants in the CFE negotiations and offers a careful reconstruction of a process that contributed to the transformation of Cold War Europe, a critical assessment of the treaty's contribution to security in post-Cold War Europe, and an evaluation of the lessons of CFE for future conventional arms control initiatives. Book excerpt: The bibliography records doctoral and selected masters' theses (over 3,300 in all) from British and Irish universities in the field of Russian, Soviet and East European studies. This is broadly interpreted to include all disciplines in the humanities and social sciences as they relate to the area of Russia, the former USSR and Eastern Europe. Taken as a whole, the work probably forms the fullest and longest record of British and Irish postgraduate research in any sector of area studies. Besides its primary function as a bibliographic tool, it makes it possible to trace the effects of academic developments, institutional policies, and the changes in direction in this highly diversified field of study over the last hundred years. Entries are arranged by subject and area, supported by full author and subject indexes to aid searching. Dr Gregory Walker is a former Head of Slavonic and East European Collections at the Bodleian Library, University of Oxford. The late John S.G. Simmons, OBE, was Senior Research Fellow and Librarian, All Souls College, Oxford.
