Book excerpt: Little is known about the the socioeconomic background of students attending community and technical colleges. This has created a void in understanding student access and success. The State Board for Community and Technical Colleges (SBCTC) has thus enlisted help from the Columbia University Community College Research Center (CCRC) to construct an alternative Socioeconomic (SES) proxy for individual students. This research paper describes the socioeconomic quintiles for the Washington State population and community and technical college students. Specifically it answers the following five questions: (1) What are the SES quintiles for Washington State households in 1990 and 2000? What are the characteristics of the state population in these quintiles in each census year? (2) What are the participation rates for students by SES quintiles and how do these rates vary or stay the same for various student groups that include: younger and older students; students of color; students by their purpose of attending; students by their family status; and students in Running Start and online students? (3) What are the SES quintiles for students by college? (4) What are the historical trends in growth rates in household income and college tuition, and what percent of student household income is needed for tuition? (5) What conclusions can be drawn regarding access and participation in two-year colleges in Washington State? Key findings, conclusions, and next steps are detailed in this report. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: The link between forest management and the well-being of communities in forested areas has traditionally been defined by forest sector employment opportunities. Attempts to redefine this relationship have produced methods that use a more comprehensive approach by combining both economic and social indicators to evaluate community well-being. The goal of this study is to evaluate socioeconomic resilience and forest dependence in Washington counties in order to identify counties where changes in forest management could negatively affect the well-being of nearby residents, allowing land managers and decisionmakers to anticipate the effects of land management policies. Results indicate that Ferry, Pend Oreille, Pacific, Skamania, Stevens, and Wahkiakum Counties all have socioeconomic systems that could be particularly vulnerable to forest management changes. The same analyses were performed for the Washington Department of Natural Resources (DNR) by using only counties on the west side of the Cascade Range. Results show that two counties, Wahkiakum and Pacific, may experience disproportionate negative impacts from changes in DNR state forest management. These findings are preliminary in nature; findings should be reassessed using community-level data to determine the optimum geographic scale necessary for detailed evaluation of policy effects.

Understanding the Well-Being of LGBTQI+ Populations reviews the available evidence and identifies future research needs related to the well-being of SDG populations across the life course. This report focuses on eight domains of well-being; the effects of various laws and the legal system on SGD populations; the effects of various public policies and structural stigma; community and civic engagement; families and social relationships; education, including school climate and level of attainment; economic experiences (e.g., employment, compensation, and housing); physical and mental health; and health care access and gender-affirming interventions. The recommendations of Understanding the Well-Being of LGBTQI+ Populations aim to identify opportunities to advance understanding of how individuals experience sexuality and gender and how sexual orientation, gender identity, and intersex status affect SGD people over the life course.

Today, about one-quarter of the U.S. population consists of immigrants or the children of immigrants. Given the sizable representation of immigrants in the U.S. population, their health is a major influence on the health of the population as a whole. On average, immigrants are healthier than native-born Americans. Yet, immigrants also are subject to the systematic marginalization and discrimination that often lead to the creation of health disparities. To explore the link between immigration and health disparities, the Roundtable on the Promotion of Health Equity held a workshop in Oakland, California, on November 28, 2017. This summary of that workshop highlights the presentations and discussions of the workshop.

Obesity is affected by multiple factors including socioeconomic status (SES), built environments including opportunities for active transportation and access to supermarkets or fast food outlets, as well as disordered nutrition. This study contributes to our knowledge by examining the relationship between Messer's neighborhood deprivation index and census-tract level body mass index (BMI) measures created using driver's license data. Messer’s neighborhood deprivation index and census-tract BMI scores are new measures for Washington State. Methods: Messer's neighborhood deprivation index, based on census data, was combined with BMI outcomes calculated using Washington state driver’s license height and weight to explore neighborhood SES relationships to BMI. A second analysis explores which of Messer's neighborhood deprivation index variables are most closely related to BMI outcomes. Results: BMI is strongly associated (R2= 40.6%) with neighborhood deprivation in 1449 census tracts in Washington state. Among components of neighborhood deprivation index analyzed without Messer’s scale, unemployment rate among all adults over 16 years old and percent of female headed households were most associated with BMI outcomes. Together, unweighted components of Messer’s neighborhood deprivation index explained 54% of the variation in age-adjusted BMI outcomes. Conclusion: Study results support association of BMI with SES variables. Neighborhood deprivation indexes have been used as proxies for health status9 and allow targeting of interventions where they can have the most beneficial effect. Given the magnitude of the variance in BMI explained by the neighborhood deprivation, inclusion of SES measures in targeted multi-level built environment interventions for obesity could result in significant health savings10–14
