Book excerpt: This book analyzes the impact of American Indian casinos on social and economic outcomes of reservation residents using restrict-use data from 1990 and 2000 census long form. Federal legislature in 1988 allowed Indian tribes in certain states to open casinos and since then, over 400 casinos have opened, 240 of which have Las Vegas-style games. Casino operations increased employment rates and wages. The impact was primarily for Indians and larger for low-skilled workers among Indians. Employment rates of Indians increased by more than 5.5 %p for those with or less than high school degree.Young Indian adults responded by dropping out of high school and not enrolling college even though many tribes had generous college tuition subsidy programs. High school enrollment rates fell by 4.8 to 8.7 %p for Indians aged 17 and 18. College entrance rate fell by 5.3 to 8.8 %p for young Indians. Economic changes on gaming reservations also altered the incentives to marry and have children. Ever married rates increased by 2.6 to 5.0 %p for males aged 18 to 21. The fraction of females (aged 18 to 25) having children fell for both Indians and non-Indians by 3.4 to 3.7%p.

Book excerpt: Abstract: In the late 1980s, a series of legal rulings favorable to tribes and the subsequent passage of the Indian Gaming Regulatory Act of 1988 legalized gaming operations on reservations in many states. Today, there are over 310 gaming operations run by more than 200 of the nations' 556 federally-recognized tribes. Of these operations, about 220 are Las Vegas' style casinos with slot machines and/or table games. We use a simple difference-in-difference framework where we compare economic outcomes before and after tribes open casinos to outcomes over the same period for tribes that do not adopt or are prohibited from adopting gaming. Four years after tribes open casinos, employment has increased by 26 percent, and tribal population has increased by about 12 percent, resulting in an increase in employment to population ratios of five percentage points or about 12 percent. The fraction of adults who work but are poor has declined by 14 percent. Tribal gaming operations seem to have both positive and negative spillovers in the surrounding communities. In counties where an Indian-owned casino opens, we find that jobs per adult increase by about five percent of the median value. Given the size of tribes relative to their counties, most of this growth in employment is due to growth in non-Native American employment. The increase in economic activity appears to have some health benefits in that four or more years after a casino opens, mortality has fallen by 2 percent in a county with a casino and an amount half that in counties near a casino. Casinos do, however, come at some cost. Four years after a casino opens, bankruptcy rates, violent crime, and auto thefts and larceny are up 10 percent in counties with a casino.

Book excerpt: Since the passage of the national Indian Gaming Regulation Act in 1988, tribal casinos have been used as an economic development strategy both for Native American communities and for their surrounding areas. Currently seventeen tribal casinos are operating in Minnesota, fourteen of which are located outside the St. Paul/Minneapolis metropolitan area. The purpose of this study was to examine the spillover effects of tribal casinos on their rural counties. This study investigated the relationship between casino presence in a county and overall per capita income, along with per capita incomes of restaurant, amusement, and hotel industry workers. A cross-sectional econometric model was used to analyze the impacts of casinos during their first five years of operation (1990-1994). Casino presence in a county was significantly associated with an increase in income earned by amusement workers and somewhat associated with an increase in per-capita income earning by restaurant works. Casino presence did not significantly affect the overall per-capita income of county residents or the income earned by workers in the hotel industry. The findings question the use of tribal casinos as a rural economic development strategy, however further study of the effects of casinos on neighboring counties is needed. In addition, the non-economic effects of casinos also must be considered.
