In especial, the various forms and gradations Of individual manual labor would be analyzed more fully than it has been possible to analyze them here; and a Similarly minute treatment would be applied to the directive faculties, from their simplest and most rudimentary up to their highest forms. Like everything else, Socialism has undergone a process of change, and must be studied in the works of its latest authorities. Extreme utterances of individuals have been largely disregarded. In such a movement as Socialism much exaggeration was inevitable. But Socialism has its great thinkers and students, men as candid, as thoughtful, and as earnest as any to be found in other camps. These thinkers are constructive as well as destructive. They are not afraid to acknowledge the immense difficulties that have to be conquered ere the goal is reached, and they have taken them up in earnest, admitting in many cases that they are not yet completely solved. That Socialism is a movement full of mighty import to mankind, and that the questions which it raises may at any moment present themselves in their most practical form, is now obvious to all. It is only by understanding what Socialists ask for, and why they ask it, by studying their views and arguments in their best, most considered and most impressive form that any fruitful discussion can be carried on. It is in this spirit that I have endeavoured to set forth the main points in the recent literature of Socialism. The chief books published on the Continent as well as the English literature of the subject have been thoroughly examined, and every effort has been made to secure a just and accurate account of the main issues. The periodical literature of Socialism has also been investigated to the best of my ability. These are words written to me in a letter recently received, by a friend who is professor of political economy in a prominent Western university. The aim of the present paper is so clear that only unfortunate experience in the past leads me to explain it in the preface. When my "French and German Socialism" was published, one ill-natured critic complained because my opinions were not distinguished from the opinions I was endeavoring to expound. This criticism was echoed in other places. Now it had not occurred to me that it was necessary' to thrust my opinions upon the reader of the history of French and German Socialism. In reading works covering like ground I had often been annoyed by childish criticism such as must occur to every boy, criticism thrust into the midst of the presentation of some theoretical system, so I resolved to abstain from anything of the kind and thought it sufficient to let the facts speak for themselves. I am simply maintaining that it behooves us to study very carefully a movement which has grown faster in the last generation than any other movement in the history of the world, with the exception of the Moham medan religion in the years immediately following the death of the prophet. The socialist vote increased in the United States from in the presidential election of 1900 to in that of 1904. In France it increased from in 1887 to in 1906; in Germany from in 1887 to (far the largest party vote in the Empire) in 1903; and in the countries of western E'urope and the United States from in 1870 to in 1905. As yet we do scarcely more than rub our eyes and stare at these figures. But they in vite us to read and ponder. In the brief hour at my disposal I have planned to deal with three aspects o-f socialism: the first historical, to give a summary View of the course of socialistic thought in the last half century; the second expository, to set forth some of the tenets agreed on by the socialists quite gen erally; and the third critical, to indicate what should be the attitude toward the socialist claims and principles of those who, like us, are pledged to the doctrine of the su preme value of the ethical life.
