Available in PDF, EPUB and Kindle. Book excerpt: This is one of a series of technical documents providing guidelines on the measurement and analysis of the socio-economic effects of structural adjustment policies, and in particular how such policies affect living standards at the household level. This document describes the main elements of the national information system needed to effectively provide the information used to undertake the full range of analysis proposed in the Analysis Plan. It reviews the objectives of the Integrated Survey (IS) and includes a brief description of the analysis plans as well as a review of the other uses to which the IS data can be applied, such as the computation of weights for consumer price indices. A presentation of the prototype questionnaire and the rationale for the structure of the questionnaire and the reasons for including the various sections and questions is provided. It reviews issues related to survey organization and field logistics, with special emphasis on organizing survey operations in such a way that delays in survey implementation are reduced and that adequate checks are built in to control the levels of non-sampling error that can so easily threaten the success of such a survey. The document describes the steps of computing the essential household income and expenditure aggregates and subaggregates needed to develop household accounts. Finally, issues related to the presentation of the initial survey results are discussed.

Book excerpt: Poverty comparisons - such as whether poverty has increased, or where it is greatest, are typically clouded in conceptual and methodological uncertainties. How should individual well-being be assessed in deciding who is poor? Is a household survey a reliable guide? Where should the poverty line be drawn, and does the choice matter? This monograph surveys the issues that need to be considered in answering these questions, providing an accessible introduction to the most recent literature. The strengths and weaknesses of past methods are discussed, and a summary of methodological recommendations is given. A number of new analytical tools are described which can greatly facilitate poverty comparisons, recognising the uncertainties involved.

Available in PDF, EPUB and Kindle. Book excerpt: .."in many developing countries, there are large differences in economic conditions and the standard of living between regions, and even between communities within the same region. In many countries, poverty has a clear geographic dimension, since the poor are often concentrated in pockets of poverty. Therefore, the design of poverty alleviation policies must also have a signficant spatial component." Although development projects are carefully designed and meticulously evaluated for cost effectiveness and benefits, too many of them are not sufficiently targeted geographically. The growing availability and use of spatial data, organized in a computer system such as a geographical information system (GIS), makes it more feasible to analyze the impact of projects in specific locales and to achieve more effective targeting. 'Geographical Targeting for Poverty Alleviation' introduces the basic concepts of a GIS. It also demonstrates how to organize geographic and nongeographic data. In addition, it presents different methods for using the data of the Household Income and Expenditure Survey, together with other surveys and the population census, to provide estimates for the standard of living and the incidence of poverty incidence in different geographical areas of a country. Ultimately, these estimates should be used to establish guidelines for targeting poverty alleviation projects. This publication illustrates different GIS applications for identifying the project's target population, determining the project's spatial 'sphere of influence' or deciding where to locate public facilities. This publication is of interest to task managers, economists, development researchers, and geographers.

Book excerpt: This document was written as part of the work undertaken under the Social Dimensions of Adjustment (SDA) Program in Africa. The program aims at thoroughly integrating social dimensions into economic and financial decision-making. To do so, it pursues several parallel tracks. 1) within each country a special institution building effort is being launched to strengthen national capability for policy analysis and project identification, preparation and implementation. 2) country-specific studies dealing with poverty alleviation and economic policy are being undertaken. 3) developing an adequate data base for analysis of social issues and formulating socioeconomic policy through monitoring surveys and integrated household surveys. 4) improving the understanding of the links among conceptual, empirical, and policy issues involved in the integration of social and economic policies and programs. This report deals mostly with the last track. The objective is to provide guidance to researchers and practioners in assembling and anlyzing the necessary data in order to achieve the objectives of the SDA initiative. It then explores the major policy issues that must be faced by governments to integrate social dimensions in the design of their structural adjustment programs and development plans.
