In political science, social relationships are generally thought of as mere sources of information, rather than active influences on one’s political decisions. Drawing upon data from settings as diverse as South Los Angeles and Chicago’s wealthy North Shore, Betsy Sinclair shows that social networks do not merely inform citizen’s behavior, they can—and do—have the power to change it. From the decision to donate money to a campaign or vote for a particular candidate to declaring oneself a Democrat or Republican, basic political acts are surprisingly subject to social pressures. When members of a social network express a particular political opinion or belief, Sinclair shows, others notice and conform, particularly if their conformity is likely to be highly visible. We are not just social animals, but social citizens whose political choices are significantly shaped by peer influence. The Social Citizen has important implications for our concept of democratic participation and will force political scientists to revise their notion of voters as socially isolated decision makers.

The legal responsibility for a decision may be easy to pinpoint; in this case the Court of Directors of the Bank of England bear this but six weeks of negotiation separate their formal statement from the Chancellor of the Exchequer’s advice to the Treasury to consider effecting ‘a measure of deflation in the economy’. These six weeks of consultation between the Bank and the Treasury proceeding in ‘the pattern of a formal dance’ are analysed and a necessary by-product of this case-study is a closer understanding of how the Treasury and the Bank of England work together. These details are derived mainly from the evidence, and deductions from it, presented to the Bank Rate Tribunal and the Radcliffe Committee on the Working of the Monetary System. Professor Chapman gives his particular findings about decision making a wider application still by forming reasoned hypotheses and informed generalisations about public administration in Britain.

Why is it that most politicians in America are so much better off than the people who elect them— and does the social class divide between citizens and their representatives matter? With White-Collar Government, Nicholas Carnes answers this question with a resounding—and disturbing—yes. Legislators’ socioeconomic backgrounds, he shows, have a profound impact on both how they view the issues and the choices they make in office. Scant representation from among the working class almost guarantees that the policymaking process will be skewed toward outcomes that favor the upper class. It matters that the wealthiest Americans set the tax rates for the wealthy, that white-collar professionals choose the minimum wage for blue-collar workers, and that people who have always had health insurance decide whether or not to help those without. And while there is no one cause for this crisis of representation, Carnes shows that the problem does not stem from a lack of qualified candidates from among the working class. The solution, he argues, must involve a variety of changes, from the equalization of campaign funding to a shift in the types of candidates the parties support. If we want a government for the people, we have to start working toward a government that is truly by the people. We study how the use of opinion polls influences policy outcomes if respondents feel pressured to offer "socially desirable" views when answering the pollster's questions. Our results indicate that this type of social pressure leads to second-best policy outcomes even if politicians are aware of the bias. The context for the empirical part of our study is the siting of a radioactive waste repository in Pennsylvania. We model the local politicians' decision to support this facility as guided by economic concerns and by social pressure. We find that social pressure is critical for an explanation of local policy-making.

Book excerpt: Patterns of Political Leadership is a study of political leaders in one of the world's most volatile areas—the Middle East. It focuses on the highest levels of political leadership in three countries—Egypt, Israel and Lebanon. Within a cross-national framework the three elite groups are analyzed both aggregately and over time, in terms of recruitment, circulation, social background, and behavioral characteristics. Theoretical and methodological problems of equivalence and comparability are confronted and a number of hypotheses advanced regarding elite characteristics, many of which are expected to shape internal and external policies of the three countries. The Israeli and Egyptian groups are analyzed as elites in confrontation, enabling the reader to acquire new insights on the Arab-Israeli conflict. The specific leaders under study are those of cabinet level and higher rank—totalling more than 400 individuals. In each polity the unique characteristics of the leadership are explicated in considerable detail. In Lebanon, the linkages between the political and economic elites are explored, as these relate to that country's commercial centrality in the Arab world. The phenomena of za'imism and dynastic power receive particular attention, as do the dynamics of sectarian politics in this most unique Middle Eastern democracy. The Israeli political leadership is studied from both socializational and behavioral perspectives. The process of elite formation is analyzed against a background of European persecution and the emerging garrison democracy in Palestine. An attempt has been made to gauge the impact of the October 1973 War on the Israeli elite and the concomitant transfer of power to a younger generation of leaders. The Egyptian political leadership is studied in the Nasir-Sadat milieu characterized by a blending of charisma and military rule. Particular attention is given to the formative forces and events that shaped the behavior of modern Egypt's elite. President Sadat's efforts to defeat the Ali Sabri coalition is presented in detail as is Sadat's dramatic ascendance after the relative success of Egyptian arms in October 1973. The final chapter presents a comparative assessment of the three elite contingents. A number of contrasts and similarities emerge regarding elite recruitment, political culture, education, tenure, age, representativeness, and integration. Changes in elite composition and efficiency are related to systemic stability and the future configuration of the Arab-Israeli conflict itself. The author concludes that recent fundamental changes in the composition and orientations of Egyptian and Israeli leaders are likely to improve the prospects for peace in the Middle East.
