One of the most fruitful areas in which to study this issue is the North American Southwest, where Late Archaic inhabitants of the Sonoran and Chihuahuan Deserts of Mexico, Arizona, and New Mexico turned to farming while their counterparts in Trans-Pecos and South Texas continued to forage. By investigating the environmental, biological, and cultural factors that led to these differing patterns of development, we can identify some of the necessary conditions for the rise of agriculture and the corresponding evolution of village life. The twelve papers in this volume synthesize previous and ongoing research and offer new theoretical models to provide the most up-to-date picture of life during the Late Archaic (from 3,000 to 1,500 years ago) across the entire North American Borderlands. Some of the papers focus on specific research topics such as stone tool technology and mobility patterns. Others study the development of agriculture across whole regions within the Borderlands. The two concluding papers trace pan-regional patterns in the adoption of farming and also link them to the growth of agriculture in other parts of the world.

This culture has been labeled the Toyah phase, characterized by a distinctive tool kit and a bone-tempered pottery tradition. Spanish documents, some translated decades ago, offer glimpses of these mobile people. Archaeological excavations, some quite recent, offer other views of this culture, whose homeland covered much of Central and South Texas. The changes are intended to provide a consistent national program for permitting major stationary sources in nonattainment areas under section 110(a)(2)(C) and part D of title I of the Act. In particular, these changes conform the regulations to the NSR reform provisions that EPA promulgated by notice dated December 31, 2002, except that these changes do not include the NSR reform provisions for "clean units" or "pollution control projects," which the U.S. Court of Appeals for the D.C. Circuit vacated in New York v. EPA, 413 F.3d 3 (DC Cir. 2005). In addition, these changes include an interim interpretation of the NSR reform provision for a "reasonable possibility" standard for recordkeeping and reporting requirements, in accordance with that court decision. This interim interpretation to the "reasonable possibility" standard applies for appendix S purposes, pending the completion of rulemaking to develop a more complete interpretation. This comprehensive site report, with detailed information on artifacts and stratigraphy, provides baseline data for further explorations in the region and comparisons with other North American hunter-gatherer groups. Radiocarbon dating traces the earliest component at the site to 8600-7500 B.C., giving La Calsada arguably the earliest well-dated lithic complex in Mexico. Snails provides a comprehensive, up to date reference text on the use of snails as indicators of past environments in Quaternary landscape studies and archaeology. It considers the use of terrestrial and freshwater sub-fossil snail remains as indicators of Late Quaternary (c. last 15,000 years) environmental change and as indicators of past environments and human impacts on the landscape. The volume also demonstrates how an understanding of modern snail ecology can be used to enhance our interpretation of landscape archaeology, and provides a detailed contextual approach to the main types of deposits in which snail remains are found. Davies also puts forward an agenda for future research on the use of snails in archaeological and environmental reconstruction.
