The title of this book, Farewell to Farms, is deliberately intended to challenge the widely held view that Africa is the world’s reserve for peasant farming. African rural populations are themselves moving away from a reliance on agriculture. ‘De-agrarianisation’ takes the form of urban migration as well as the expansion of non-agricultural activities in rural areas providing new income sources, occupations and social identities for rural dwellers. Using recent continent-wide case study evidence, the authors assess the impact of de-agrarianisation on household welfare, business performance and national development. Their findings, which reveal new economic trajectories and social patterns emerging from a period of accelerated change, call into question assumptions about Africa’s future place in the world division of labour.

The research in this book challenges the growing consensus on the developmental potential of the non-farm sector. On the basis of recent fieldwork, the author argues that the prospects for non-farm led growth have been seriously undermined by the crippling pressures of structural adjustment, agricultural instability and rural as well as interregional inequality. Detailed village case-studies from the populous and highly commercialized grain surplus region of the Nigerian savanna leads the reader to investigate the link between local economic and social realities, and the wider regional, national and global processes that form the development of the non-farm sector in Africa. Far from offering a bargain solution, the author demonstrates that significant investment in agriculture and entrepreneurial development will be needed to create an enabling environment for non-farm growth.

Using evidence from plant breeding, economics and nutrition science, the authors seek to pinpoint what has been achieved, what has gone wrong and what needs to be done in future. Although the technical innovations of MVs mean more employment, cheaper food and less risk for small farmers, the reduction in crop diversity increases the risk of danger from pests and though MVs enlarge cereal stocks, many are too poor to afford them. The book concludes that technical breakthroughs alone won’t solve deep-rooted social problems and that only new policies and research priorities will increase the choices, assets and power of the rural poor.

Book excerpt: Originally published in 1985, twenty-three chapters are brought together in 4 parts dealing with, respectively, problems in rural finance, interest rate policies, politics and finance, and new directions for rural financial markets. In an introduction it is argued that cheap and abundant credit is often regarded as essential for rural development but that actions taken on the basis of this assumption have given disappointing results. Low-interest policies and the improper use of financial markets are seen as the principal reasons for this. It is recommended that higher and more flexible interest rates are allowed and that little or no attention is given to target loans. Informal lenders are thought to offer valuable services therefore they should not be discouraged. More emphasis should be put on voluntary savings mobilization and access to formal loans by non-farm rural firms. It is concluded that many traditional agricultural credit programmes are counterproductive and that attractive product and input prices together with higher yields would be more powerful in stimulating agricultural development.
