In this context, a well-functioning Single European Market (SEM) is Europe's key to meet today's three main challenges in the energy sector: competitiveness, sustainability and security of supply. As a matter of fact, the way towards a SEM for energy is long and complex. A multitude of aspects play important roles. Outlining all of them would go far beyond the scope of this work. In consequence, this paper focuses on electricity only, leaving out the gas sector. Moreover, emphasis is put on the fundamental EU legislation and the development of the Regional Initiatives as a means to facilitate market integration. Topics of equal importance such as the technical requirements and prerequisites for the general market design had to be excluded from this composition.

Areas initially regarded as too politically difficult to pursue, such as energy industries, have arrived on the agenda - as the Commission's May 1988 discussion paper on the subject made clear. Removing barriers to trade in Community markets may be particularly difficult to apply to energy industries, many of which have been organised nationally and monopolistically. There are immense institutional barriers against competition on both national and community-wide basis, which act as real constraints on the achievement of a single European markets in energy. This study looks at prospects for a single European market in energy products and services, and the problems that individual fuel sectors will face in adapting to 1992. The study then examines the potential conflicts and complications which may arise including issues of: environment, supply security, fiscal harmonisation, the potential benefits to consumers, and infrastructural integration. The study concludes by looking at the politics of implementation, internally: the role of the Commission in reconciling the different interests of member states; and externally; whether this process will augment fears in non-Community countries of 'Fortress Europe' or whether the lowering of internal barriers will be a spur to external competitiveness.

From the mathematic point of view, the implementation of the coupling DAM in Europe based on different market rules is very complex since all European PXs do not agree to adapt their specific rules to a common rule. Therefore, Pan-European Hybrid Electricity Market Integration Algorithm (EUPHEMIA) is an algorithm developed by Europe PXs to couple all different market rules and handle either standard and more sophisticated order types with all their requirements. However, the optimization methodology provided in EUPHEMIA is based on MIQCP methodology and the heuristic search procedure are limiting the efficiency of the coupling DAM since the time computation of this methodology is very expensive. In fact, the mitigation of the non-convexities introduced in the mathematical model by the market rules requires a large computation time. Therefore, the model has to stop before convergence to a feasible, free of nonconvexities, solution due to the official runtime limit of 10 minutes. This issue leads to the losses of SW and the unfairness for market players, thus it is necessary to understand clearly how the EUPHEMIA works since then proposing new techniques to thoroughly solve this problem. A similar project has been set up for the coupling of IDM in Europe, called XBID project. The XBID project is willing to boost this level of liquidity in order to guarantee for RES a better environment to develop. In particular, the main issue that must be faced to reach an integrated European IDM is the subdivision of the PXs in two distinct sets: those who have organized their IDM segment using a Continuous Trading mechanism and those who instead developed a system of Discrete Auction. These two solutions present different advantages and disadvantages which can be extremely summarized saying that the first solution brings to higher exchanged volumes and to trade closer to the actual delivering while the second maximizes the SW for a given set of orders. Hence, the single European IDM model is more difficult to develop than the single European DAM model since it requires the flexibility to be able to simulate the results of the European IDM under different possible design decisions about the integration of DA and CT mechanisms which have been not decided yet.

Many gaps and barriers are identified from reviewing the existing literature. Each represents a specific cost for the EU citizens and is a missed opportunity to maximise economic welfare. Four illustrative cases are explored in detail. A common balancing market, for instance, would create large efficiency gains, estimated to be in the region of EUR 600-900 million per year. The specific case of regulated prices showed that about EUR 720 million could be saved per year in a country of the size of Spain or Poland. Progress in increasing the level of integration and interaction in the single energy market is also far from being satisfactory. Moving from a national, towards a full-integration scenario in the electricity sector alone would mean a decrease in total system cost of EUR 6 billion. -- EU Bookshop.

Deregulation allows energy consumers to choose their electric energy supplier and therefore dissolves electric utility monopolies. The resulting re-regulation and restructuring of the electricity industry has created oppor-tunities and challenges that need to be addressed to ensure long-term capacity sustainability. The promise and benefit expectations of electricity market liberalization may need to be tempered by the reality of the process. Market liberalization of the electricity supply sector depends on many different factors and boundary conditions in the EU. In order to analyze these issues, we will use Austria as an example showing the development in liberalization, deregulation, and even re-regulation processes and the impact on the industry structure and final consumer pricing. Given the industry structure, incentives to invest in the Austrian transmission and distribution networks remain to be established. We will show that high inflexible taxes and monopoly protected transmission costs, both together account for 80% of the price of electricity. Moreover, only 20% of the electricity market is liberalized and thus any price reductions due to the liberalization of the market will be minimal and therefore possibly "non existent" in Austria.
