It rejects the debate’s old contours in which quantitative data were used to argue that the trajectory of Chinese development was either “positive” or “negative.” Instead, the author combines quantitative analysis with a detailed study of local politics, culture, and gender to explain the shaping of the modern Chinese economy. Focusing on silk production in Wuxi county in the Yangzi Delta, the author argues that local elites used social dominance to build a silk industry continuum—“one industry”—fusing modern factory production with older patterns of peasant-family farming. The resulting social configuration was “two Chinas”—one populated by wealthy urban elites transformed into a new, silk-industry bourgeoisie, and the other by peasant families whose women became the workforce for cocoon production. The author describes the roles of merchant guilds and other elite organizations established to protect the silk industry from outside competition and excessive taxation; the methods and styles of elite networking and investment in building modern silk filatures; and the roles of women—elite women in sericulture reform and peasant women in silkworm raising. She also reveals the cooperation between silk-industry elites and Nationalist government officials in the 1920’s and 1930’s, which resulted in an industry that was virtually state-directed and designed to pass downward to the peasants the costs of building more competitive silk filatures. This discovery challenges the prevailing tendency to think in terms of radical ruptures between Nationalist and Communist rule.

The authors show that by the sixteenth century, commercial and handicraft towns linked to national and local markets had already begun to emerge. Urban growth was made possible by increased agricultural production, which in turn stimulated specialization and increased commercialization in the agricultural sector. Another important change in rural society at this time was the emergence of a new stratum of wealthy landlords who managed their estates with wage labor. Case studies of managerial landlords, who form the main focus of this study, are included as well as generalizations drawn from questionnaire materials. Luo Lun and Jing Su wrote this book while they were young researchers at Shandong University in the late 1950s, using data they had gathered in the culturally relaxed period of the Hundred Flowers. In his introduction, Endymion Wilkinson analyzes the authors’ thesis and concludes that their Leninist model is inapplicable to premodern Chinese history. The value of this study lies not so much in its conclusion that even without the impact of Western imperialism China would of itself have developed a capitalist society, but rather in the wealth of data the authors present, in this first in-depth study of a relatively advanced region in north China."

As such, it was a vital link in the control of a vast empire by a very small and alien ruling elite. This is primarily a biographical and statistical analysis of the incumbents of that office. By analyzing the biographical data of those who held the position of governor-general, much may be learned about the nature of the office itself. However, the main objective of the study is to provide information on career patterns, that is, the variety of different posts held from the first official appointment to that of governor-general, of an important cross section of successful Ch’ing bureaucrats. By plotting and analyzing the different patterns their official careers took, we should be able to determine what kind of men reached the top of China’s provincial and national administration during the final centuries of China’s imperial history; the qualifications that were required; the factors which prompted rapid promotion or sudden disgrace. We should also be able to determine the extent to which these and other factors varied markedly among Manchu, Mongol, Chinese Bannerman, and Han incumbents and whether changes throughout the dynasty can be detected in policies concerning the office or in the career patterns of its personnel. If such detection is possible, this study may lend support to the view that late imperial China was not static, but a society undergoing significant changes. [xi]

These operations are the basic techniques in the production of yarn and thread, pre-requisite to weaving, and any study of Chinese textile technology must start with the raw material obtained from fibre plants such as hemp, ramie, jute, cotton, etc, and silk reeled off from cocoons of the domestic silkworm. The time-span covered runs from the neolithic to the nineteenth century. Archaeological and pictoral evidence, the bulk of it hitherto unpublished in the West, is brought together with Chinese textual sources (which are extensively translated and interpreted) to illustrate Chinese achievements in this field. Professor Kuhn's study reveals the way in which Chinese textile-technological inventiveness has influenced textile production in other regions of the world and in medieval Europe. It explains how textile technology reached its high point between the tenth and thirteenth centuries and attempts to indicate the reasons for its subsequent relative decline. The development of the textile industry in Europe was a key factor in the rise of capitalism. In the case of China after Sung times, textile technology and the organisation of textile labour may help indicate why such a development did not take place in China.
