Indonesia and Australia, while not each other's closest neighbours, are geographically close to one another. This geographic proximity, however, has not resulted in their sharing of many characteristics. It has often been argued that the enormous differences between the two countries has been a major factor behind the uneven and erratic history of their relationship. This study explores the extent to which this has remained the case in the 1990s. In approaching the theme, it adopts historical and systematic approaches and argues that interactions between two such middle powers cannot be understood separately from the overall trends of global politics. It also adopts the view that despite the large differences in size, culture, wealth and political systems - geography has dictated that the two countries share similar geo-political interest and on that basis, a decent working relationship has been painstakingly built against a difficult background.

When demands arose in Papua for a greater degree of autonomy and in some quarters for full independence after East Timor achieved it independence, arousing vocal support from pro-Papuan groups in Australia, suspicions arose in Indonesia that many Australians were seeking to detach Papua from the unitary state of Indonesia and perhaps to bring about the fragmentation (or Balkanisation) of Indonesia. Then the new element of terrorism entered into the picture after the war of terror triggered by the 9/11 attacks in New York and Washington, followed by the October 2002 Bali bombing which thrust Jemaah Islamiyahs (JI) terrorists from Indonesia, some with links to Osama bin Laden, into the limelight. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
