Available in PDF, EPUB and Kindle. Book excerpt: This book provides readers with wonderful and fascinating historical facts that have never been assembled into a single text. The book was written in perspective, to capture the attention of scholars and prospective investors. Facts have been corroborated and perceptions taken from real life-experiences in some of the institutions mentioned in the text. For those scholars aiming to gain knowledge of the financial system in Sierra Leone, the book leads them to major topics that should stimulate further studies. Indeed, readers will be left with the wish of researching more. Some of the topics might appear short lived, especially with the fast evolving financial situation. Considering the structure, the book sets for scholars, an ad-hoc platform for discussion that could give rise to significant political and economic analysis. A brief synopsis of the book follows. The Bank of Sierra Leone was established to serve as an agency that would build up a reputation for the highest standards of management and integrity. In this instance, it aims at formulating and implementing monetary and supervisory policies to foster a sound financial environment. The business of commercial banking has evolved rapidly in recent years, as banks have confronted volatile economic conditions and revised regulations. New methods and the evolution of new banks may have some influence on how these activities are expedited but the business of banking is unchanged. The facts on other financial institutions are directed to the integration of the unorganized with the organized sector. It was possible to integrate the two sectors in banking institutions specializing in the requirements of the rural areas. Such institutions combine the provision of credits with marketing and provide ancillary services so as to ensure that credits made available, increase the productive capacity of the recipients. Government financial management in Sierra Leone provides collective goods and services that correspond to the performance of its traditional functions and at the same time promote growth and development, stability, equitable distribution of income and wealth. Its objectives are often interwoven with other economic sectors in the country. These are subject to further studies and interpretation. They become meaningful only when specific contents are translated into policies. Though the repercussions of the decade long rebel war on the financial structure have not been specifically mentioned in the book, the toll was devastating. However, the government has established a unique track record for a post-conflict country.

Book excerpt: Sierra Leone exhibits the typical features of a developing country in the African economy with high ratio of foreign trade to gross domestic product (GDP), low level of urbanization and high level of monetization. The financial structure is narrow, with the central bank being the forefront of regulation; the commercial banks and other financial institutions being the key players. After independence the government pursued wide range of planning and development strategies with industrialization at the helm. With a shift in focus to implement rapid rate of economic development, monetary and financial institutions were designed to assume the responsibility of mobilizing domestic resources as capital for development. Therefore, the West African Currency Board (WACB) was found inappropriate in the changed environment and was thus replaced by the Bank of Sierra Leone. The Bank of Sierra Leone (Central Bank) was established to serve as an agency that would build up reputable standards of financial management and integrity. In this instant, the Bank formulated and implemented monetary and supervisory policies to foster sound financial environment. The Bank therefore continues to pursue tight monetary policy position consistent with positive economic growth. The Government has highlighted the importance of the financial sector to realize that long-term goal for 2035, and has designed a Financial Sector Development Plan as a framework for creating a sound and well-functioning financial system to support the Government's overall growth objectives and poverty reduction strategies. The book was written in perspective, to capture the attention of scholars and financial authorities in the country. Facts have been documented and perceptions taken from real life-experiences in some of the institutions mentioned in the text. For those scholars and researchers aiming to gain knowledge of financial structures in Sierra Leone, the book can lead them to major topics which should stimulate further studies.

Book excerpt: The 1944 Bretton Woods conference created new institutions for international economic governance. Though flawed, the system led to a golden age in postwar reconstruction, sustained economic growth, job creation, and postcolonial development. Yet financial liberalization since the 1970s has involved deregulation and globalization, which have exacerbated instability, rather than sustained growth. In addition, the failure of Bretton Woods to provide a reserve currency enabled the dollar to fill the void, which has contributed to periodic, massive U.S. trade deficits. Our latest global financial crisis, in which all these weaknesses played a part, underscores how urgently we must reform the international financial system. Prepared for the G24 research program, a consortium of developing countries focused on financial issues, this volume argues that such reforms must be developmental. Chapters review historical trends in global liquidity, financial flows to emerging markets, and the food crisis, identifying the systemic flaws that contributed to the recent downturn. They challenge the effectiveness of recent policy and suggest criteria for regulatory reform, keeping in mind the different circumstances, capacities, and capabilities of various economies. Essays follow ongoing revisions in international banking standards, the improved management of international capital flows, the critical role of the World Trade Organization in liberalizing and globalizing financial services, and the need for international tax cooperation. They also propose new global banking and reserve currency arrangements.

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: Traditional money and banking textbooks are long, expensive, and full of so much institutional and technical modeling detail that students cannot understand the big picture. Thomas F. Cargill presents a new alternative: a short, inexpensive book without the 'bells and whistles' that teaches students the fundamentals in a clear, narrative form. In an engaging writing style, Cargill explains the three core components of money and banking, and their interactions: 1) the financial system, 2) government regulation and supervision, and 3) central bank policy. Cargill focuses on the interaction between government financial policy and central bank policy and offers a critique of the central bank's role in the economy, the tools it uses, how these tools affect the economy, and how effective these policies have been, providing a more balanced perspective of government policy failure versus market failure than traditional textbooks.

But is it going in the right direction? Acting as a bridge between policy and academia, this up-to-date contribution to the global policy debate brings together some of the leading experts from the European Commission's High-Level Expert Group on Sustainable Finance, to discuss how the financial system needs to be reformed to promote sustainability. Finance has long been criticized for being short-term focused and concerned with maximizing returns to intermediaries, rather than with the interests of savers and borrowers. The financial system must now take into account environmental, social and governance considerations to support a sustainable economy and this volume offers new insights on the way forward. A must-read for anyone working on financial sector policy and sustainability.

Book excerpt: This book provides a detailed overview and analysis of key macroeconomics variables in Sierra Leone from 1980 to 2015. Like Sierra Leone and Ghana, many nations depend primarily on taxation as a means of galvanizing the required resources needed to meet public expenditure requirements. As a result, it is critical to study how fiscal variables change and how private investment can improve life for everyone. Dr. Ezekiel K. Duramany-Lakkoh, dean of the faculty at University of Sierra Leone, explores Sierra Leone’s fiscal policy and how it’s changed over time in this academic work. Topics include: • economic growth beginning in 2010; • social and economic reform programs; • monetary policy and its effect on inflation; • external and domestic debt management. The author also highlights how government spending has influenced private investment at home and abroad—as well as how a re-established political order has contributed to impressive growth. Whether you do business in Sierra Leone, want to do business there, have a connection to the country, or are a citizen or native, you’ll find valuable insights in this book.

Book excerpt: Incisive, authoritative and thoughtful, this important and timely collection of papers exploring the unresolved issues left by the recent global financial turmoil, will undoubtedly shape the policy responses to come. Interdisciplinary in approach and wide-ranging in jurisdictional scope, it draws together influential commentators, practitioners and regulators, to create a new milestone in the search for the fundamentals of a more stable global financial system.? - Eva Lomnicka, King?s College London, UK ?This book contains a large number of chapters, nearly 30 in all, by acknowledged experts on various aspects of the recent financial crisis. Whichever aspect of this crisis that may interest you, such as bank taxes, deposit insurance, TBTF and how to respond, cross-border issues, and many, many others, you will find chapters that are both authoritative and stimulating in this collection. The editors are to be congratulated not only in their selection of authors but also in the speed with which they have taken them from conference presentation to book chapter.? - Charles Goodhart, London School of Economics, UK Managing Risk in the Financial System makes important and timely contributions to our knowledge and understanding of banking law, financial institution restructuring and related considerations, through the production of an innovative, international and interdisciplinary set of contributions which link law and policy issues surrounding systemic risk and crisis management. The recent financial crisis has exposed both the banking industry and financial system safety net players in many countries to a considerable level of distress as well as economic and reputational damage. These circumstances have heightened the need for policymakers to consider remedial measures under a broad umbrella that encompass inter alia prompt corrective actions, early closure of distressed entities, deposit insurance, bail-outs, state-aid, bank resolution and restructuring techniques. These essays provide an important contribution to research in this area, at a crucial time in the debate around the future financial industry. Contributors

Book excerpt: This paper discusses the impact of the rapid adoption of artificial intelligence (AI) and machine learning (ML) in the financial sector. It highlights the benefits these technologies bring in terms of financial deepening and efficiency, while raising concerns about its potential in widening the digital divide between advanced and developing economies. The paper advances the discussion on the impact of this technology by distilling and categorizing the unique risks that it could pose to the integrity and stability of the financial system, policy challenges, and potential regulatory approaches. The evolving nature of this technology and its application in finance means that the full extent of its strengths and weaknesses is yet to be fully understood. Given the risk of unexpected pitfalls, countries will need to strengthen prudential oversight.

A novel empirical approach is used, which is based on a Difference in Differences setup, called the Synthetic Control Method. The model suggests that EVD had a severe impact on growth. In 2014, the first year EVD hit the country, the impact on real growth excluding iron ore is estimated to be more than 5 percentage points. It is suggested that in outer years, the severity of the impact will lessen, and growth will converge to its normal path by 2018.
