The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

Book excerpt: This book examines the emergence of different forms of capitalism in Central-Eastern states in Europe and Mekong states within the Association of Southeast Asian Nations (ASEAN). All of them (but Thailand) have historically disappeared from the regional maps for long periods of time due to colonial or imperial rule. Most of them were previously members of a soviet-type economy, and they all joined ASEAN or the European Union in the 1990s or in the 2000s. These states are characterized by a strong urge toward feelings of national sovereignty due to their experiences with colonialism and imperialism. But, due to the regional economic pressures and the globalization dynamic, these states cannot articulate protectionist policies. They are forced to open their economies in order to attract Foreign Direct Investments. This results in less regulated and more political forms of capitalism than in some more developed capitalist countries. This book analyzes forms of capitalism as the arising from a combination of three conditions: the legacy of the foreign occupations, the national construction process of the sovereign state, and lastly, the dynamics of regional integration. These states' claims to national sovereignty and the manner in which they developed suggests a causative link between the forms of political domination that have presided over these transformations and the forms of capitalism that have resulted.

It stems from the Latin term cultura meaning cultivation. Cicero was the first to use this word in a non-agricultural context. In his Tusculanae Disputationes he reflected on the ‘cultivation of the soul’ (cultura animi). Later this term was rarely used in this sense but as of the 17th century more and more authors considered culture an intellectual and not an agricultural phenomenon. Samuel Pufendorf (1632–1694) described culture as a vehicle overcoming natural barbarism. He was followed by German philosophers of culture. Johann Gottfried Herder (1744–1803) argued that human creativity was as important as human rationality and called attention to national cultures. The works of German romantic philosophers were mainly focused on the specificity of the German culture, a factor that was to unite divided German statehoods. At the same time, however, Herder and his followers noticed other national cultures, including first of all those of East and Central Europe. It is therefore noteworthy that the early philosophical reflection on culture was closely connected with the specific traditions of East and Central Europeans.

Book excerpt: Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. Case studies examine a wide range of issues across 15 countries of the post-Soviet era. These include gender aspects of the developments in education in Kazakhstan, Uzbekistan and Hungary, controversies around abortion legislation in Poland, migrant women and housing as a gendered problem in Russia, challenges facing women’s NGOs in Bosnia, and identity formation of unemployed men in Lithuania. This close analysis reveals how different variations of neoliberal ideology, centred around the notion of the self-reliant and self-determining individual, have strongly influenced postsocialist gender identities, whilst simultaneously showing significant trends for a “retraditionalising” of gender norms and expectations. This volume suggests that despite integration with global political and free market systems, the postsocialist gendered subject combines strategies from the past with those from contemporary ideologies to navigate new multifaceted injustices around gender in Eastern Europe and Eurasia.
