Available in PDF, EPUB and Kindle. Book excerpt: Preventing humanitarian atrocities is becoming as important for the United Nations as dealing with inter-state war. In this book, Ramesh Thakur examines the transformation in UN operations, analysing its changing role and structure. He asks why, when and how force may be used and argues that the growing gulf between legality and legitimacy is evidence of an eroded sense of international community. He considers the tension between the US, with its capacity to use force and project power, and the UN, as the centre of the international law enforcement system. He asserts the central importance of the rule of law and of a rules-based order focused on the UN as the foundation of a civilised system of international relations. This book will be of interest to students of the UN and international organisations in politics, law and international relations departments, as well as policymakers in the UN and other NGOs.

Book excerpt: "Necessity and proportionality occupy a firm place in the international law governing the use of force by states. Perhaps most importantly for practical purposes, the exercise of the right of self-defense, as recognized in Article 51 of the United Nations Charter, is subject to the requirements of necessity and proportionality, as the International Court of Justice determined in the Nicaragua case. Necessity and proportionality are also firmly anchored in the international law governing armed conflicts. In its Nuclear Weapons Advisory Opinion, the International Court of Justice even referred to one articulation of the idea of necessity, that directed against the causing of unnecessary suffering, as one of two "cardinal principles" of this body of law. However, beyond statement in such general terms, the realms of uncertainty and controversy soon begin. It is far from clear, for example, how to distinguish with precision between necessity and proportionality in the international law on self-defense and, in immediate connection herewith, what it means precisely to say that forcible action taken in the exercise of self-defense must be proportionate. It is all the less clear what legal significance, if any, necessity and proportionality possess in other contexts of the international law governing the use of force"--

Available in PDF, EPUB and Kindle. Book excerpt: This book is a study of the future of international law as well as the future of the United Nations. It is the first study ever bringing together the laws, policies and practices of the UN for the protection of the earth, the oceans, outer space, human rights, victims of armed conflicts and of humanitarian emergencies, the poor, the vulnerable and the disadvantaged world-wide. It reviews unprecedented dangers and challenges facing humanity such as climate change and weapons of mass destruction, and argues that the international law of the future must become an international law of security and of protection. It submits that the concept of international security in the UN Charter can no longer be restricted to situations of armed conflict but must be given its natural meaning: whatever threatens the security of humanity. It calls for the Security Council to perform its role as the guardian of the security of humankind and sees a leadership role for the UN Secretary-General in analysing and presenting challenges of international security and protection to the Security Council for its attention. Written by a seasoned scholar / practitioner of international law and the United Nations, who has served in key policy, peacemaking, peacekeeping and human rights positions in the United Nations, this book offers indispensable new vistas of international law and policy, and the future role of the United Nations.

Available in PDF, EPUB and Kindle. Book excerpt: The security concerns of the United Nations today extend far beyond what the writers of the 1945 Charter could have imagined. As a result, the UN has been compelled to reconsider the parameters of what constitutes a threat to international peace and security, and what it means to be safe and secure in the twenty-first century. This text critically assesses the capacity of the UN to evolve in response to changing notions of security, and examines the complex history of people, places and politics that have helped shape this important global actor.

Book excerpt: This Handbook offers a comprehensive examination of the peace, security, and development nexus from a global perspective, and investigates the interfaces of these issues in a context characterised by many new challenges. By bringing together more than 40 leading experts and commentators from across the world, the Handbook maps the various research agendas related to these three themes, taking stock of existing work and debates, while outlining areas for further engagement. In doing so, the chapters may serve as a primer for new researchers while also informing the wider scholarly community about the latest research trends and innovations. The volume is split into three thematic parts: Concepts and approaches New drivers of conflict, insecurity, and developmental challenges Actors, institutions, and processes. For ease of use and organisational consistency, each chapter provides readers with an overview of each research area, a review of the state of the literature, a summary of the major debates, and promising directions for future research. This Handbook will be of much interest to students of peace and conflict studies, development studies, security studies, and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: "The notion that every state has an interest in the territorial integrity of every other state-no matter how distant they are and how slight their connections-is peculiar to the twentieth century. To be sure, poets and philosophers had perceived humanity's common interest in preventing wars, and statesmen had found that aggression from outside the community could be deterred by the mutual defense of those within it. But no one had ever tried to organize an all-embracing system that used the collective force of its members to prevent one of them from attacking another. It took the wide devastation of two world wars-and the failure of the balance-of-power systems that preceded them-to instigate the search for a more effective way to manage power. To the founders of the League of Nations and the United Nations there was nothing extravagant about the idea that peace is indivisible. Their countries had been drawn into wars that were largely not of their making: They had learned that to control their destinies they must act early, with others, to keep the peace. It is this core of national self-interest that drives collective security. If the system works at any moment in history, it is because its members believe they have enough stake in the existing order to warrant taking measures against any nation that threatens to destroy the fabric of that order. "

Available in PDF, EPUB and Kindle. Book excerpt: What does gender equality mean for peace, justice, and security? At the turn of the 21st century, feminist advocates persuaded the United Nations Security Council to adopt a resolution that drew attention to this question at the highest levels of international policy deliberations. Today the Women, Peace and Security agenda is a complex field, relevant to every conceivable dimension of war and peace. This groundbreaking book engages vexed and vexing questions about the future of the agenda, from the legacies of coloniality to the prospects of international law, and from the implications of the global arms trade to the impact of climate change. It balances analysis of emerging trends with specially commissioned reflections from those at the forefront of policy and practice.
