Book excerpt: NEW YORK TIMES BESTSELLER • “An impassioned book, laced with anger and indignation, about how our public education system scorns so many of our children.”—The New York Times Book Review In 1988, Jonathan Kozol set off to spend time with children in the American public education system. For two years, he visited schools in neighborhoods across the country, from Illinois to Washington, D.C., and from New York to San Antonio. He spoke with teachers, principals, superintendents, and, most important, children. What he found was devastating. Not only were schools for rich and poor blatantly unequal, the gulf between the two extremes was widening—and it has widened since. The urban schools he visited were overcrowded and understaffed, and lacked the basic elements of learning—including books and, all too often, classrooms for the students. In Savage Inequalities, Kozol delivers a searing examination of the extremes of wealth and poverty and calls into question the reality of equal opportunity in our nation’s schools. Praise for Savage Inequalities “I was unprepared for the horror and shame I felt. . . . Savage Inequalities is a savage indictment. . . . Everyone should read this important book.”—Robert Wilson, USA Today “Kozol has written a book that must be read by anyone interested in education.”—Elizabeth Duff, Philadelphia Inquirer “The forces of equity have now been joined by a powerful voice. . . . Kozol has written a searing exposé of the extremes of wealth and poverty in America’s school system and the blighting effect on poor children, especially those in cities.”—Emily Mitchell, Time “Easily the most passionate, and certain to be the most passionately debated, book about American education in several years . . . A classic American muckraker with an eloquent prose style, Kozol offers . . . an old-fashioned brand of moral outrage that will affect every reader whose heart has not yet turned to stone.”—Entertainment Weekly

Available in PDF, EPUB and Kindle. Book excerpt: "Charge to the Task Force: The task force should review the current school finance formula and the school district equalization act that preceded it to understand the most recent models used to finance public schools in Kansas. The task force should also review school finance models in other states. Analysis should be undertaken of the difficulties facing schools with declining enrollments and those with rapid growth. Also the challenges of schools that are currently at the maximum local option budget should be reviewed. Efforts should be directed to determine alternative-funding formulas that reward schools for superior performance. Finally, the number of school districts and school attendance centers should be reviewed to ensure we maximize the results of school finance. In meeting the goal of funding for results, equity and fairness must be components. The task force should make priority policy recommendations to address the findings it makes and submit its report on or before December 1".

Book excerpt: This briefing paper discusses the issue of school finance. The School District Finance and Quality Performance Act and Bond and Interest State Aid Program provide the funding for all unified school districts in Kansas. The Base State Aid Per Pupil is 4,316 dollars. The amount of base state aid per pupil is multiplied by the adjusted full time equivalent enrollment of each district to determine the legal maximum authority for the district. Enrollment adjustments are added to the full-time equivalent enrollment in order to reflect additional costs associated with serving certain pupil populations, transporting pupils, operating smaller and larger enrollment school districts, and adding and operating new school facilities. There is a total of eleven such weights. The General State Aid is determined by subtracting the local effort from legal maximum authority amount. The secondary part of the formula is the local option budget which is know as Supplemental General State Aid may approve Local Option Budget spending in any amount up to 30.0 percent of its State Financial Aid in FY 2007, 31.0 percent in FY 2008 and thereafter. Finally, bond and interest state aid is based on an equalization principle which is designed to provide state aid inversely to school district assessed valuation per pupil. One matching rate is applicable for the duration of bond and interest payment associated with bonds issued prior to July 1, 1992. A different matching rate applies during the life of bonds issued on or after July 1, 1992.

Book excerpt: In determining whether the school district equalization act (SDEA) denies equal protection under the federal or state constitutions, the standard to be applied is the rational basis test. School districts may experience diminishing general state aid by application of the SDEA formula and changing conditions. A legislative act which reduces this effect satisfies such a test, and therefor disparities in aid between districts do not deny equal protection under the federal or state constitutions. In addition, the legislature may direct how money may be spent in an appropriations bill.
