Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.

America's interests in the Middle East, southwest Asia, and eastern Africa date almost to the founding of the nation. Since World War II, the Navy has been the first line of defense for these interests. From the establishment of the Middle East Force (MEF) in 1949 through the beginning of the 21st century, the U.S. Navy served as a force for stability and peace in the region.

Book excerpt: One of the great spectacles of modern naval history is the Imperial Japanese Navy's instrumental role in Japan's rise from an isolationist feudal kingdom to a potent military empire stridently confronting, in 1941, the world's most powerful nation. Years of painstaking research and analysis of previously untapped Japanese-language resources have produced this remarkable history of the navy's dizzying development, tactical triumphs, and humiliating defeat. Unrivaled in its breadth of coverage and attention to detail, this important new study explores the foreign and indigenous influences on the navy's thinking about naval warfare and how to plan for it. Focusing primarily on the much-neglected period between the world wars, David C. Evans and Mark R. Peattie, two widely esteemed historians, persuasively explain how the Japanese failed to prepare properly for the war in the Pacific despite an arguable advantage in capability.

Available in PDF, EPUB and Kindle. Book excerpt: In March 1993, Secretary of Defense Aspin initiated a comprehensive review of the nation's defense strategy, force structure, modernization, infrastructure, and foundations. He felt that a department-wide review needed to be conducted "from the bottom up" because of the dramatic changes that have occurred in the world as a result of the end of the Cold War and the dissolution of the Soviet Union. These changes in the international security environment have fundamentally altered America's security needs. Thus, the underlying premise of the Bottom-Up Review was that we needed to reassess all of our defense concepts, plans, and programs from the ground up. This final report on the Bottom-Up Review provides the results of that unprecedented and collaborative effort. It represents the product of hundreds of individuals' labor and dedication. It describes the extensive analysis that went into the review and the recommendations and decisions that emerged.

Book excerpt: The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.

Book excerpt: The national conversation regarding the United States Navy has, for far too long, been focused on the popular question of how many ships does the service need? "To Provide and Maintain a Navy," a succinct but encompassing treatise on sea power by Dr. Henry J "Jerry" Hendrix, goes beyond the numbers to reveal the crucial importance of Mare Liberum (Free Sea) to the development of the Western thought and the rules based order that presently governs the global commons that is the high seas. Proceeding from this philosophical basis, Hendrix explores how a "free sea" gave way to free trade and the central role sea borne commercial trade has played in the overall rise in global living standards. This is followed by analysis of how the relative naval balance of power has played out in terms of naval battles and wars over the centuries and how the dominance of the United States Navy following World War II has resulted in seven decades of unprecedented peace on the world's oceans. He further considers how, in the years that followed the demise of the Soviet Union, both China and Russia began laying the groundwork to challenge the United States maritime leadership and upend five centuries of naval precedents in order to establish a new approach to sovereignty over the world's seas. It is only at this point that Dr. Hendrix approaches the question of the number of ships required for the United States Navy, the industrial base required to build them, and the importance of once again aligning the nation's strategic outlook to that of a "seapower" in order to effectively and efficiently address the rising threat. "To Provide and Maintain a Navy" is brief enough to be read in a weekend but deep enough to inform the reader as to the numerous complexities surrounding what promises to be the most important strategic conversation facing the United States as it enters a new age of great power competition with not one, but two nations who seek nothing less than to close and control the world's seas.

Book excerpt: In 2001, RAND helped the United Kingdom_s Ministry of Defence (MOD) evaluate different acquisition strategies that it might use to acquire the new-generation Type 45 destroyer. RAND_s analyses helped in determining whether the MOD should have the Type 45 built by one company or two, whether it should compete the 12 ships in the class or directly allocate work to specific shipbuilders, and whether companies producing the Type 45 should construct the destroyer in its entirety in one shipyard or from blocks produced in several shipyards.

Book excerpt: This edited volume focuses on aspects of the understudied theme of African sea-power, including African navies and the engagement of non-African navies with the continent. Africa possesses 48,000 kilometers of coastline, comprising 38 out of 54 of the continent’s states and several strategic choke points for international shipping, such as the Suez Canal, the Gulf of Aden and the Cape of Good Hope. Nevertheless, post-colonial Africa’s small navies and their relations with the navies of external powers have not received much scholarly attention. Focusing on Sub-Saharan Africa, this collection attempts to address this neglect and stimulate further research by offering original chapters related to historical and contemporary themes around Africa’s navies. The historical chapters cover the origin of the Tanzanian, Ethiopian, Nigerian and Ghana navies during the era of decolonization and the Cold War, the asymmetrical naval campaign fought during the Nigerian Civil War (1967-70), and the activities of the Soviet Navy in supporting African states and movements fighting lingering colonialism and white supremacy during the 1970s and 1980s. Focusing on the contemporary situation, other chapters discuss the engagement of the Indian Navy with Africa, the potential role of the Angolan and Mozambican navies in the Southern African Development Community (SADC), the transformation and development of the post-apartheid South African Navy, and the challenges and capabilities of African navies in the early twenty-first century. The book concludes by discussing the question of whether African coastal countries need navies. This book will be of much interest to students of naval power, strategic studies, African politics and International Relations. Chapters 1, 2, 6 and 8 of this book are available for free in Open Access at www.taylorfrancis.com.
