When Sweden and Finland join the North Atlantic Treaty Organization (NATO), every Arctic country save Russia will be a member of the U.S.-led alliance. The war has not diminished Russia’s core economic and security interests in the region, but it has had some impact on its military readiness there in the short term, especially in terms of ground capabilities, if not at sea or in the air. In addition, there are some preliminary indications that sanctions and export controls may diminish Russia’s ability to deploy precision munitions to the Arctic to a degree. At the same time, Russia’s use of hybrid tactics in the region seems to be increasing in both frequency and severity. The United States and NATO will need to take stock of these developments in a region they have not historically prioritized as they begin to implement their new, respective strategies.

This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience. As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

Currently, the Russian Federation poses a significant security concern for the United States due to the country's future aspirations in the Arctic. Russia's expansionist policies are a prime security concern for the United States. Heightened Russian activity has transitioned from Eastern Europe to the Levant, and with seemingly increasing intensity. The course of Russian international action must, therefore, be more closely monitored as the state's future strategies look towards the Arctic as the next significant frontier for its foreign policy. The Arctic Region is of primary interest to Russia, and the country's militarized approach towards acquiescing territory in the Arctic necessitates a strong response from the United States as well as the international community. Russia's hard power-oriented approach to the Arctic raises a number of questions for U.S. and global politics. What are the country's objectives in the north? How is it a concern for the United States? What should our response be in order to prevent Russian Arctic expansion from reaching a point at which it becomes a security threat? To answer these questions, it is necessary to analyze Russia's foreign policy, comprehend the country's economic, diplomatic, and military objectives in the Arctic, and look at the development of the state's economy and political culture since the fall of the Soviet Union. The intentional failures of the Russian Federation to reach pacific solutions has made it abundantly clear that stronger responses ought to be implemented in order to mitigate Russia's threat to the United States. The aggressive posture of Russia's foreign policy is instigated by a number of foreign and domestic elements. However, this thesis proposes that Russia's foreign policy towards the Arctic is a product of three key components: the state's political culture, Russia's economic ambitions, and the country's perception of its security interests. These three key aspects thus provide Russia with the necessary capabilities and motivations to achieve the state's ultimate objective: reestablish Russia as a global power in the international community. The comprehension of Russia's foreign policy is essential for international politics because without this knowledge, the current balance of global power could become ever-more jeopardized and, thus, debilitate the capabilities of other leading global powers. Only through such knowledge can an appropriate policy be created to bring the world back to greater peace, stability, and security.

Conventional wisdom asserts that resource-scarce states have the strongest interest in securing control over resources. Counter-intuitively, this book finds that, under certain conditions, the opposite is true. Perils of Plenty argues that what states make influences what they want to take. Specifically, the more economically dependent states are on extracting income from resource rents, the stronger their preferences to secure control over resources will be. This theory is tested with a set of case studies analyzing states' reactions to the 2007 exogenous climate shock that exposed energy resources in the Arctic. This book finds that some states, such as Russia and Norway, responded to the shock by dramatically increasing their Arctic military presence, while others, such as the U.S., Canada and Denmark, did not. Contrary to the conventional wisdom, countries with plentiful natural resources, such Norway and Russia were more-not less-willing to back their claims by projecting military force. This book finds that plenty can actually lead to peril when states with plentiful resources become economically dependent on those resources and thus have stronger incentives to secure their control. These findings have implications for understanding both the political effects of climate change in the Arctic and the prospects for resource competition in other regions, such as the Middle East and the South China Sea"--
