Book excerpt: The purpose of this qualitative study was to ascertain the perceptions of school board members and superintendents regarding their relationships, board member readiness, board member predispositions for acquiring new knowledge, and board member and superintendent interpretations of their governing roles and responsibilities in an era of mounting demand for increased student achievement in public schools. Also examined was whether board member training was perceived as needed or warranted because training was not required in the Commonwealth of Pennsylvania (PBSA, 2012). The understandings of these key systematic issues were crucial for effective governance. A board member survey, superintendent survey, and interview questions for both superintendents and board presidents were developed to investigate each of the components of the study. Surveys were completed by nine superintendents and 44 board members, which could have included board presidents. In addition, nine superintendents and five board presidents consented to participate in an interview. Role conflict, board member misunderstanding of governance topics, and their responsibilities were evident in the results of this study. Recommendations were made based on the results of this study. These results should encourage the Pennsylvania School Boards Association (PSBA) or other researchers to further expand this study to acquire a sense of Pennsylvania's perceptions to these systematic topics and essential elements. The results may also benefit Pennsylvania school boards and superintendents to improve upon school board governance.

This research examines whether school board members are recruited to run for office and considers the role of various recruitment agents such as political parties, interest groups, and non-political community organizations. Trends in political and community engagement among school board members, their potential ambition to seek higher office, and the relationship between elected board members and appointed district superintendents are also examined. The study relies upon a unique dataset gathered through a survey distributed to all of Pennsylvania's nearly 4,500 school board members and a series of interviews with current state legislators who began their political careers by serving on their local school boards. Findings suggest that school board members are enormously engaged in the political and non-political life of their communities. It is also determined that school board members are principally self-starters who do not intend to use their positions as springboards to higher office. These findings are analyzed to help determine the implications for governance at the local level as well as to better comprehend the dynamics of party organizations, interest groups, and other community organizations within Pennsylvania school district politics and elections.

Thirty-one presidents of public schools located in 8 southeastern Pennsylvania counties participated in an online survey consisting of multiple-choice, Likert-scale, and open-ended questions. The questions collected data on board presidents' perspectives about the role of the superintendent and how it is changing, perspectives about leadership skills necessary for effective district leadership and how the importance of various skills might be changing, and perspectives regarding changes in communication patterns between the board and the superintendent. Nine board presidents also participated in a follow-up interview consisting of 8 related questions. Results indicate that participating board presidents perceive the role of the superintendent to be increasing in complexity, especially in the areas of school finance, communication with stakeholders, and academic achievement. Furthermore, results suggest that participating board presidents consider effective communication and financial management as increasingly important skills for successful district leadership. Finally, results indicate that in the represented districts, communication between the superintendent and the board has become more frequent and detailed, and that the communication is often presented in electronic formats. These findings offer direction for prospective superintendents as they seek to develop effective leadership skills, for board presidents as they support the work of the superintendents, and for current superintendents as they seek ways to grow and develop their professional skills.

Book excerpt: This study sought to examine the perceptions of superintendents and school board presidents related to the effectiveness of the superintendent evaluation process utilized in their school districts. In addition, this study asked superintendents and school board presidents to rank leadership functions derived from the Pennsylvania Leadership Standards in order to evaluate the degree of alignment between the two. Data for this study were collected through instruments designed by the researcher including an online survey and semi-structured interview. A total of 111 survey responses from superintendents and school board presidents in the state of Pennsylvania were analyzed in order to answer the research questions. Eight survey respondents agreed to participate in the follow-up interview. The findings of this study indicate that superintendents and school board presidents perceived the evaluation process to be effective in holding the superintendent accountable and promoting the professional growth of the superintendent. Further, superintendents and school board presidents generally perceived the superintendent evaluation process to be reflective of best practices. The findings related to the ranking of leadership functions demonstrated that superintendents and school board presidents prioritized certain leadership functions more consistently than others, especially when examined in the context of district size, which highlights the importance of collaboration and communication in implementing the superintendent evaluation process.
