Book excerpt: This thesis examines the origins and implications of the Shanghai Cooperation Organization (SCO) established in 2001 by China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. It analyzes the organization from the Chinese, Russian, and Central Asian states' perspective. Chinese and Russian motives for creating the SCO appear to have been threefold. First, both sought an organization dedicated to providing security and stability to the Central Asian region. Second, both wished to foster stronger economic ties with the oil and natural gas-rich former Soviet republics. Finally, both favored stemming the influence of external powers, notably the United States. The Central Asian states' motives for joining the SCO emanate from security and economic needs. The increase in the U.S. military presence in the region since October 2001 has drawn no response from the SCO. Although some Russian politicians and military officers have criticized it, the governments of China and Russia seam to realize that the U.S. presence may help bring stability to the Central Asian region. Many uncertainties burden the SCO's future. It may constitute another failed attempt to establish a security alliance or turn into a significant voice in international politics, especially with the inclusion of additional members.

The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.

Energy figures prominently in both countries’ foreign policy. An extensive analysis of Chinese language sources – academic debate 1997-2012 – confirms a collision of interests over Central Asian reserves. While unanimous appeals to compromise render previous predictions of impending confrontation unconvincing, descriptions of Sino-Central Asian energy relations as “central to energy security”, and the explicit rejection of a Russian “sphere of influence”, also exclude a retreat. In the long term, China will likely replace Russia as the dominant force in Central Asia’s energy sector, causing the Kremlin to perceive another “encroachment”. The current notion of a “strategic partnership” will inevitably be challenged.

It is, in theory, open to new members; but at present is highly unlikely to accept any. Its rhetoric firmly opposes U.S. presence and activity on the territory of member states, and yet individual member states leverage basing agreements with the U.S. to their advantage. The author reviews SCO's history and stated aspirations, and measures these against actual achievements. He concludes that, with the notable exception of the Regional Anti-Terrorist Structure(RATS), the great majority of SCO accomplishments are of little significance other than to provide an additional multinational vehicle through which China and in particular Russia can seek to counter U.S. and Western activity in Central Asia.

Book excerpt: There is a clear trend in the 21st century for regional organizations to multiply, to become more multifunctional and to devote themselves in whole or part to security goals. Old-style alliances with a defined opponent are now rare, and most groups address themselves to the reduction of conflict (internally or externally) and to transnational challenges such as terrorism. It is no coincidence that regions where these structures are absent or weak are also those with the greatest remaining problems of interstate tension or internal violence. While all these phenomena are somewhat under-researched, the forms taken by multilateralism in the area of the former Soviet Union have been particularly little studied. There is a widespread assumption in the West that, because they involve imperfectly democratic states and often reject externally defined norms of governance, such groups are bound to be illegitimate or ineffective or both. This Policy Paper sets out to test and challenge such generalized views by looking in detail at the most dynamic and complex of such groupings, the Shanghai Cooperation Organization (SCO).
