Available in PDF, EPUB and Kindle. Book excerpt: For more than four decades, free market economists and right-wing politicians have touted Hong Kong as a model of capitalism and a market economy success story. Social Security Policy in Hong Kong: From British Colony to Special Administrative Region of China, by Chak Kwan Chan, argues that Hong Kong's capitalism is not the result of democratic choice but the consequence of an administrative-led polity that has had suppressed democracy, limited trade unions' activities, and manipulated traditional Chinese welfare ideologies to maintain a small government. Social Security Policy in Hong Kong is the first book that systematically analyzes the dynamic relationships between Hong Kong's polity, Chinese welfare ideologies, and social security provisions from British colonial rule to China's special administrative region.

Book excerpt: First published in 1985, this book analyses social welfare in the major countries of Asia, at that time. For each country it considers the ideological framework underlying the social welfare system and describes the historical development of both the system and the political and socio-economic context. Contributions examine the nature of the different parts of the welfare system, surveying social security, personal social services, and the treatment of the following key target groups: the aged; those with disabilities and handicaps; children and youth; disadvantaged families; the unemployed; and the sick and injured. Each chapter concludes with an assessment of the effectiveness of the system considered.

Available in PDF, EPUB and Kindle. Book excerpt: Colonial State and Social Policy looks at the determinants of social policy in developing countries in general and Hong Kong in particular in an attempt to remedy inconsistent results, artificial dichotomies of quantitative and qualitative methodologies, and an obvious neglect of developing countries in the field of social policy research. Using an integrated approach of quantitative and historical analysis, the study tests out the variables as predicted by the dominant theories in the case of Hong Kong. Of the three major theoretical approaches that dominate research, the industrial society approach, the social democratic model, and the state centered theory, the state centered theory offers the best explanation of policy development. Meanwhile, historical analysis delineates four phases of social development which are marked by different approaches: residualism, "big bang" expansion, incrementalism, and privatization. The results of the study cast many doubts on the applicability of the concept of the "welfare-state regime," as the developmentalist state of Hong Kong has turned to social welfare to create a peaceful environment for its economic development and to enhance the legitimacy of the colonial system.

Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, much of youth research in Chinese societies has sought to understand the transformation of the younger generation and their social environment in the context of globalization, deindustrialization and economic insecurity. The epochal events of the global economic transformation and financial crisis, along with long-term Chinese social trends such as rising unemployment, income disparity, and migration, are in the process of creating new structural relations between young people and related social actors. Accordingly, this book charts the current conditions of youth services and policies in Chinese societies by examining case studies in Beijing, Jinan, Shanghai, Tianjin, and Hong Kong. The chapters address the related issues stemming from unemployment, volunteering, internal migration, economic disadvantages, school social work, and leadership training. Through comparative analyses of the aforementioned issues, the collection highlights contemporary issues in Chinese youth policies and services, including work commitment, social inclusion, social support from family and teachers, volunteering, and leadership training. The book argues that the strengthening of empowerment and social inclusion in Chinese youth services offers a solution to problems of alienation, powerlessness, and underclass status. The quest for social inclusion therefore merits renewed attention in the youth policies and services of Chinese societies. This was originally published as a special issue of the International Journal of Adolescence and Youth.

Available in PDF, EPUB and Kindle. Book excerpt: This book raises interesting questions about the process of democratization in Hong Kong. It asks why democracy has been so long delayed when Hong Kong's level of socio-economic development has become so high. It relates democratization in Hong Kong to wider studies of the democratization process elsewhere, and it supplements the received wisdom - that democracy was delayed because of colonial rule and by the opposition of China - with new thinking, for example, that its quasi-bureaucratic authoritarian political structure vested power in bureaucrats who refused to have top-down democratization; a politically weak civil society and a non-participant political culture that crippled bottom-up democratization; plus the division between pro-democratic civil society and political society.
