[...] As President of the Public Policy Forum and Chairs of the regional roundtables, we are very pleased to present, The Evolving Role of Governments in a 21st Century Economy: Summary Report of the Interviews and Roundtable Discussions. [...] To assist in considering this option, a draft order-in-council and the corresponding statement of work for such a royal commission is attached at Annex 2. As an interim step, the Public Policy Forum advocates the convening of a national conference in 2006, to discuss the need for such a royal commission, to identify other alternative mechanisms for a coherent assessment of Canada's economic future [...] This led to a further discussion of the role that tripartite institutions (involving the private sector, governments and universities) could play in researching major public policy issues and suggesting, based on a non-partisan, neutral analysis of the facts - options to solve the problems and the corresponding targets and metrics to monitor implementation. [...] It was noted that such royal commissions have served Canadians well in the past (Rowel- Sirois in the 1930's, the Gordon Commission in the mid-50's and McDonald Commission in the early 80's) and have lead to significant changes to Canadian society such as social security reform and free trade.
