Book excerpt: When a Serbian-backed assassin gunned down Archduke Franz Ferdinand in late June 1914, the world seemed unmoved. Even Ferdinand's own uncle, Franz Josef I, was notably ambivalent about the death of the Hapsburg heir, saying simply, "It is God's will." Certainly, there was nothing to suggest that the episode would lead to conflict -- much less a world war of such massive and horrific proportions that it would fundamentally reshape the course of human events. As acclaimed historian Sean McMeekin reveals in July 1914, World War I might have been avoided entirely had it not been for a small group of statesmen who, in the month after the assassination, plotted to use Ferdinand's murder as the trigger for a long-awaited showdown in Europe. The primary culprits, moreover, have long escaped blame. While most accounts of the war's outbreak place the bulk of responsibility on German and Austro-Hungarian militarism, McMeekin draws on surprising new evidence from archives across Europe to show that the worst offenders were actually to be found in Russia and France, whose belligerence and duplicity ensured that war was inevitable. Whether they plotted for war or rode the whirlwind nearly blind, each of the men involved -- from Austrian Foreign Minister Leopold von Berchtold and German Chancellor Bethmann Hollweg to Russian Foreign Minister Sergei Sazonov and French president Raymond Poincaré- sought to capitalize on the fallout from Ferdinand's murder, unwittingly leading Europe toward the greatest cataclysm it had ever seen. Book excerpt: A Ceaseless Watch: Australia’s Third Party Naval Defense, 1919–1942 illustrates how Australia confronted the need to base its post–World War I defense planning around the security provided by a major naval power: in the first instance, Britain, and later the United States. Spanning the period leading up to Australia’s greatest security crisis—the military threat posed by Japan throughout the majority of 1942—the work takes the reader all the way up to the defeat of the Imperial Japanese Navy by the United States Navy in the Solomon Islands campaign. Angus Britts focuses on Anglo-Australian defense relations from 1919–42 when the British were Australia’s primary naval protectors until they were superseded in the Pacific by the United States in May 1942 at the battle of the Coral Sea. Britts traces the process of the alignment or divergence of differing strategic interests between Australia and Britain in particular. Taking place against the backdrop of Imperial Japan’s expansionism debates within Australian political and defense circles during this period, namely the nature of the most likely threat to the continent itself, what became an important subplot to the events then unfolding in the Pacific. Looking at the development of the “Singapore strategy” which utilized the British fleet at Singapore to protect Australia’s interests, Britts lays out how the cornerstone for Australian defense planning was based on the continued assurances from successive British governments that they would honor their naval commitments should Australia itself eventually come under serious threat from Japanese aggression. The Australian-American defense relationship evolved at a later stage within the timeframe in this work, but the varying interactions between both nations throughout the interwar years are likewise addressed, as is the foundation of their wartime relations. Britts illustrates the difficulty in forming a defense relationship between small and great powers, where the needs of the former are not subsumed by the interests of the latter, from the interwar years to the start of World War II. In an era when the entire Pacific region was at war, the inability of a larger power to fulfill its side of a defensive pact with a smaller power shaped the future of the region itself.

For many years the war at sea has been largely overlooked; yet, at the outbreak of that war, the British Government had expected and intended its military contribution to be largely naval. In many respects the Royal Navy fought along the longest 'front' of any fighting force of the Great War, and it acted as the leader of a large alliance of navies. The Royal Navy fought in the North and South Atlantic, in the North and South Pacific, its ships traversed the globe from Australia to England, and its presence extended the war to every continent except Antarctica. Because of the Royal Navy, Britain could finance and resource not only its own war effort, but that of its allies. Following the naval arms race in the early 20th century, both Britain and Germany were equipped with the latest naval technology, including revolutionary new vessels such as dreadnoughts and diesel-powered submarines. Although the Royal Navy's operations in World War I were global, a significant proportion of the fleet's strength was concentrated in the Grand Fleet, which confronted the German High Seas Fleet across the North Sea. At the Battle of Jutland in 1916 the Royal Navy, under the command of Admiral Jellicoe, fought an iconic, if inconclusive battle for control of shipping routes. The navy might not have been able to win the war, but, as Winston Churchill put it, she 'could lose it in an afternoon'. The Royal Navy was British power and prestige. 43,244 British navy personnel would lose their lives fighting on the seas in World War I. This book tells their story and places the Royal Navy back at the heart of the British war effort, showing that without the naval dimension the First World War would not have been a truly global conflict.

Relatively little however has appeared which deals specifically or holistically with his first senior ministerial role; that of Secretary of State for the Home Office. This may be due to the fact that, of the three Great Offices of State which he was to occupy over the course of his long political life, his tenure as Home Secretary was the briefest. The Liberal Government, of which he was a senior figure, had been elected in 1906 to put in place social and political reform. Though Churchill was at the forefront of these matters, his responsibility for domestic affairs led to him facing other, major, challenges departmentally; this was a time of substantial commotion on the social front, with widespread industrial and civil strife. Even given that ‘Home Secretaries never do have an easy time’, his period in office was thus marked by a huge degree of political and social turbulence. The terms ‘Tonypandy’ and ‘Peter the Painter’ perhaps spring most readily to mind. Rather less known is his involvement in one of the burning issues of the time, female suffrage, and his portrayal as ‘the prisoners’ friend’ in terms of penal reform. Aged 33 on appointment, and the youngest Home Secretary since 1830, he became empowered to wield the considerable executive authority inherent in the role of one of His Majesty's Principal Secretaries of State, and he certainly did not shrink from doing so. There were of course commensurate responsibilities, and how he shouldered them is worth examination.
