Book excerpt: Hitherto, little attention has been paid to the full connection between the Enlightenment, economic development and the state. Scotland was quickly transforming from one of the poorest European societies into one of the wealthiest at the exact same time as its Enlightened Literati had gained substantial control over the functioning of both the state and civil-society and were creating classical political economy. The Literati lived through, and participated in, great state-led socio-economic changes in Scotland. To correct this, this dissertation charts the context of the creation of the Board of Trustees, a quango charged with developing the Scottish economy, led by Lord Milton, the Scottish manager of the Argathelian party. It examines the political realities involved with the Argathelian party's attempts to dominate Scotland through control over the Scottish end of the Wider patronage network. Despite this seeming corruption in its origins Board was seriously committed to the development of the Scottish economy through supporting its premier industry, linen. Thus after examining how the Argathelians created the Board, and an explicating the quango's inner workings, this dissertation explains and analyzes its attempts to develop the linen industry during Milton's lifetime. Through this, and especially by thinking through this process in reference to pre-Humean political economy and the political realities of the Scottish growth directed by the Trustees, my project contextualizes the theory of the Scottish Enlightenment. The case of Scotland shows that the judicious regulation and market interference from the state could lead to positive economic outcomes, and thus points to errors in the popular and scholarly understandings of both Hume and Smith. Smith himself approvingly noted aspects of the Board's work, including its total regulation of the linen trade by means of their stamp. Meanwhile this work played a role in preparing the Scottish economy for the great economic upheaval of nineteenth century industrialization
