Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Lithuania and White Ruthenia Geographically, the continent of Europe is a large peninsula with three smaller peninsulas in the South. The chief body of the European peninsula has been in history the field of the growth of the German Empire, which is separated from the plateau of Great Russia by a very characteristic isthmus, containing the basins of seven great rivers the Oder, the Vistula, the Niemen, the Duna, the Dniester, the Bob and the Dnieper. This isthmus between Western and Eastern Europe is one geographical whole, very different in every respect from the country farther east. There is a smaller difference in climate between Breslau and Kieff, than between Kieff and Moscow, and also in every other respect the country west of the Dnieper has belonged for centuries to Western Europe, while beyond the Dnieper began already Asia with its despotic political formations, where the subject populations have no active participation ln the decisions of their rulers. Book excerpt: This collection of essays addresses the challenge of modern nationalism to the tsarist Russian Empire. First appearing on the empire’s western periphery this challenge, was most prevalent in twelve provinces extending from Ukrainian lands in the south to the Baltic provinces in the north, as well as to the Kingdom of Poland. At issue is whether the late Russian Empire entered World War I as a multiethnic state with many of its age-old mechanisms run by a multiethnic elite, or as a Russian state predominantly managed by ethnic Russians. The tsarist vision of prioritizing loyalty among all subjects over privileging ethnic Russians and discriminating against non-Russians faced a fundamental problem: as soon as the opportunity presented itself, non-Russians would increase their demands and become increasingly separatist. The authors found that although the imperial government did not really identify with popular Russian nationalism, it sometimes ended up implementing policies promoted by Russian nationalist proponents. Matters addressed include native language education, interconfessional rivalry, the “Jewish question,” the origins of mass tourism in the western provinces, as well as the emergence of Russian nationalist attitudes in the aftermath of the first Russian revolution.

Available in PDF, EPUB and Kindle. Book excerpt: History and International Relations collects works by the late Professor Martin Wight (1913-1972), an historian and scholar of international relations. Wight conducted research on many topics, including British colonial history, European studies, international institutions, and the history of states-systems, and is nonetheless best known for his lectures about the political philosophy of international relations at the London School of Economics (1949-1961) and the University of Sussex (1961-1972). He is widely regarded as an intellectual ancestor and pathbreaker of the “English School” of international relations, even though this term only gained currency nine years after his death. The “English School” is usually construed as signifying an approach to the study of international relations more rooted in historical and humanistic learning than in the social sciences. This volume encompasses works in four categories: (a) standards of excellence in scholarship about history and international relations; (b) European integration efforts since 1945; (c) British policy in the Middle East, notably in relation to the 1956 Suez crisis; and (d) European politics in the interwar period leading up to 1939. This last category features four chapters by Wight from the noteworthy Chatham House collection sponsored by the Royal Institute of International Affairs, The World in March 1939. These chapters on Germany and Eastern Europe stand out as exceptionally thorough and discerning, owing in part to their reliance on a wealth of primary and secondary sources. This collection also includes Wight's reviews of works by Geoffrey Barraclough, Marc Bloch, Herbert Butterfield, R. G. Collingwood, Denis Mack Smith, Sir Lewis Namier, A. J. P. Taylor, Arnold J. Toynbee, Veronica Wedgwood, and other historians.

Book excerpt: In this book I have attempted to analyze the dilemmas confronting the Polish government-in-exile in London during the Second World War. My main objective has beeen to investigate the actual operation of the Polish govern ment and the overall policies of the British government vis-a-vis the Soviet Union insofar as they had a direct bearing on Anglo-Polish relations. Since the outstanding conflicts over territorial claims, and, ultimately, sovereignty, were between Poland and the Soviet Union, considerable attention has been devoted to the relationship between the Polish and Soviet governments during a most trying and difficult period of inter-Allied diplomacy. This work covers the period of operation of the Polish government on British soil until the resignation of Prime Minister Stanislaw Mikolajczyk in November 1944. Although Great Britain did not withdraw diplomatic recognition from the Polish government until July 1945, the Arciszewski government, formed after Mikolajczyk's resignation, was generally ignored by Great Britain. As with all subsequent governments, including that which exists today, Arciszewski's government functioned primarily as the voice of Poland in the West - a government of protest.
