Even before the Covid-19 pandemic it was predicted that the global value of the online education market would reach €290 billion by 2025 (McCue, 2018). This figure is likely to have increased significantly in 2020 due to campus closures as teaching continued online. Thus, the demand for online learning is enormous and growing, even though it currently makes up less than 2% of the overall higher education market (HolonIQ, 2020). The Covid-19 crisis has shown policy-makers and educational leaders that new models of online learning provide a means to widen access and participation in higher education. The debate surrounding the development of online learning in Ireland for promoting access and participation in lifelong learning more generally appears to be largely aspirational in the absence of a strong policy commitment and funding model to resource fully online programmes. Set against this backdrop, this doctoral study aims to investigate a perceived gap between rhetoric, policy and practice in promoting wider access to higher education in Ireland. It involves three phases: - Phase 1 (macro-level) consists of an analysis of relevant International policy texts; - Phase 2 (meso-level) involves an analysis of Irish policy texts and institutional online learning strategies and initiatives through publicly available documentation; and - Phase 3 (micro-level) adopts a case study method to "tell the story of the development of online learning" at one Irish university. The main research findings are: - Defining online learning is problematic. The research demonstrates that a clear, universally agreed, definition of what constitutes online learning, understood by the sector and policy makers, does not exist. - Economic factors are the most influential drivers (and barriers) in the adoption of online learning in policy texts. Social and vocational drivers have influence, however, the most important driver is economic. Notably the pedagogical drivers for online learning in policy texts are relatively weak. - Good policy emanates from a collaborative process which is inclusive, transparent, and credible. In order for policy to be effective and successful, all relevant stakeholders must be encouraged to contribute in a meaningful way, through a clear process. Future development of policy for online learning in Ireland needs to be more cognisant of these requirements.

Book excerpt: Today higher education is experiencing change due to major technological innovations and disruptions that offer new opportunities for engagement in teaching and learning and in supporting differing ways of accessing and enabling learning. These new technologies provide opportunities for new ways of thinking about the concept of 'place' in educational contexts, with the physical 'bricks and mortar' classroom gradually losing its monopoly as the place of learning (Nguyen, 2015) through the advancement of new technologies now offering new modes and virtual spaces for learning. It is within this context that this research study set out to explore mature students' expectations and experiences of the 'fully online' mode of learning being implemented within a higher education institution in Ireland. The Case Study research project utilised mixed methods across two phases of research to examine students' expectations of, and their experiences of engagement with fully online courses. The results indicated that students were generally satisfied with the quality of the 'pared down' online course provision and supports therein, but called for timely feedback from lecturers particularly in relation to assessment. Furthermore, the live streaming of practical sessions was not seen by some participants to be conducive to learning.Interestingly, the findings showed that students migrated from using institutional forums for communication purposes to their personal social media/social networking tools. Furthermore, there were indications that the structuring of the online content into 'live-streamed lecture sessions' and 'archived lecture sessions' was contributing to the formation of two separate communities of learning, and this warrants further investigation. The recommendations include training for lecturers on ways to enhance communication and foster communities of learning within fully online settings.

Book excerpt: The purpose of this study is to contribute to the understanding of the policy implementation process, and to the development of tools that link theory with policy implementation practice. To this end, the study raised the hypothesis that a policy implementation problem arises because of a lack of fit between the context in which the policy takes place and the policy. The thesis further proposed that this gap and the policy instruments to mitigate the gap could be determined through the use of a contingency model developed and tested in this study. This contingency model contends that policy implementation (in this case online learning policy) is affected by the degree of fit between two variables: the organizational structure and the policy. The closer the fit between the two variables the less likely that implementation problems will arise. To test the hypothesis, the proposed contingency model was applied in the implementation of online learning policy in a case study involving five higher education institutions in the province of British Columbia, Canada. The findings from the case study supported the hypothesis and validated this contingency model by demonstrating a relationship between the organizational structure and the policy, and a relationship between policy implementation problems, and the gap between the context and the policy. The findings from this study contribute to the body of policy implementation research that is exploring the link between policy and context, and between policy and practice. It contributes to policy implementation theory, through showing a correlation between the organizational structure and the policy, and policy implementation problems; and by providing a practical tool that decision makers can use to link policy implementation theory and practice. The study also contributes to the distance education literature by providing detailed insights into the online learning implementation process in the university-college sector. It demonstrates that online learning policy implementation is dependent on the institutional contexts, thereby supporting the hypothesis.
