The review was undertaken in response to a request by the Prime Minister in light of the recent controversy surrounding political party nominations for peerages and allegations that loans were being made to political parties to avoid disclosure under the Political Parties, Elections and Referendums Act 2000. The report acknowledges that there is a widespread public disenchantment with party politics and politicians, but it goes on to state that a healthy democracy needs healthy political parties, and that there is now an opportunity to address this problem and help restore confidence in the public service ethic of political parties through sustainable reform. The report considers four key issues for party financing, with the objective of stimulating public debate on this complex issue, relating to: i) the current system of party funding and regulation; ii) limiting spending; iii) limiting donations; and iv) greater levels of public funding. A final report with proposals is due to be published in December 2006, following analysis of responses to this interim assessment.
