One common theme has emerged from these hearings: Underfunding in certain pension plans is a serious problem that will only worsen unless legislative reforms are enacted. I Share the concern of the administration and my colleagues on these issues, as well as the belief that failure to act will present us with greater problems in the future. Thus it is my hope that we can move this legislation forward in a timely fashion. Today, we expect to receive testimony from the Department of Labor, the Department of the Treasury, and the pbgc. This morning we are going to hold an initial hearing on S. 1780, a bill to amend the Employee Retirement Income Security Act of 1974 and the Internal Revenue Code of 1986 to provide security for workers, to improve pension plan funding, to limit growth in insurance exposure, to protect the single employer plan termination insurance program, and for other purposes. This is an administration bill drafted by our most distinguished Secretary of Labor with the collaboration of the Department of the Treasury, represented by Hon. Leslie Samuels, the Assistant Secretary for Tax Policy, so well and favorably known to this committee; and by Hon.
