This book was released on 2014-01-13 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is an appropriate time to rethink the relationship between trade regionalism and multilateralism in the Asian context as we witness the proliferation of free trade agreements (FTAs) in Asia. In the 1980s and 1990s, many scholars and policymakers believed that Asian integration was market-based, rather than legal-based, and that Asian integration would never be codified through agreements. Yet today, there are a large number of FTAs signed and under negotiation in Asia. This book investigates the appropriate relationship between regionalism and multilateralism, with a special reference to recent FTAs in Asia. It is undeniable that past trade multilateralism-regionalism debates centered on the trade-in-goods aspect. However, the majority of recent FTAs in Asia cover issues beyond trade-in-goods and tariff liberalization, such as trade facilitation, services, and economic cooperation. While the General Agreement on Tariffs and Trade (GATT) Article XXIV governs regional integration initiatives in trade in goods, there is no (or at most a thin) World Trade Organization (WTO) Agreement that stipulates the relationship between regionalism and multilateralism in issue areas other than goods. Thus, this study carefully considers the meaning of “WTO-compatible FTAs” by distinguishing “WTO consistency” and “WTO friendliness”, going beyond GATT Article XXIV debates and proposes a general framework for examining the openness of regionalism in various issue areas by identifying tree-type questions to distinguish several types of exclusiveness. It then specifically asks the following questions: Can Asian FTAs that cover several issues be considered multilateralism friendly? How does the relationship between regionalism and multilateralism differ between trade-in-goods and non-goods issue areas? What are policies that might reduce the exclusiveness of regional initiatives? The study concludes by listing counterintuitive policy suggestions to make FTAs truly WTO compatible. The book also includes a comprehensive list of FTAs in Asia and several WTO Agreements relating to trade regionalism.

The elimination of overlapping and conflicting regulations could significantly reduce costs for business and consumers alike, and international efforts to harmonize national regulatory systems could prove to be one of the most important parts of multilateral and regional trade talks into the 21st century.

Book excerpt: "As perhaps the world's most economically dynamic region, the Asia-Pacific is generating increasing attention from academic, business, and policymaking circles alike. The most ambitious attempt at regime creation in this region began in 1989 with the formation of the Asia-Pacific Economic Cooperation forum (APEC). Asia-Pacific Crossroads provides a novel theoretical approach to examine the interplay of economic, political, and security factors in APEC's evolution. It focuses on the likelihood of APEC becoming smoothly "nested" within the World Trade Organization and considers how subregional groupings in the Asia-Pacific might in turn become nested within APEC."--Book jacket.

Available in PDF, EPUB and Kindle. Book excerpt: This work presents a detailed analysis of the application of the WTO rule on regional arrangements to the current attempts at co-operation in the Asia Pacific region and makes recommendations for an institutional framework for economic integration in the region. The author argues that a framework for regional co-operation must be flexible in allowing for differential sub-regional arrangements and for a development-oriented trade policy, which has been common in some countries in the region. This thesis is based on a comprehensive account of the history and development of regional co-operation, and of the region's diversified economies and export-oriented development needs. The work concludes with a suggested institutional structure for an Asia Pacific regional arrangement, with particular regard for the compatibility with GATT/WTO rules, including specific recommendations regarding trade and investment liberalisation, economic harmonisation and dispute settlement. Asia Pacific Economic Integration and the GATT/WTO Regime will be of interest to academics, researchers, policy makers and practitioners with an interest in trade, economic and development law.

Available in PDF, EPUB and Kindle. Book excerpt: "China is so large that its trading interests and influence are global. But its interests are disproportionately powerful in its immediate Western Pacific and Asia Pacific partners. The evolution of China's economic relationships with its Asia Pacific partners, in which APEC came to play a significant role in the 1990s, is thus a central part of the story of China's rapidly growing and changing interaction with the global economy." - Ross Garnaut APEC is an important forum thorugh which China can demonstrate its commitment to economic openness. APEC has also been an important vehicle for China's trade liberalisation on the way towards accession to the WTO. In facilitating trade liberalisation, APEC and te WTO are mutually reinforcing. APEC prepares China for the WTO and WTO accession encourages China's active participation in the APEC process. Both APEC membership and WTO accession help with the huge task of China's domestic reform. This book sets out China's strategic interests in APEC in the lead-up to the APEC summit in Shanghai in 2001. Contributors include leading Chinese economists from the APEC Policy Research Centre in the Chinese Academy of Social Sciences-Zhang Yunling, Zhang Jianjun, Sun Xuegong, Li Kai, Chen Luzhi, Zhou Xiaobing, Zhao Jianglin-and from the Asia Pacific School of Economics and Management at The Australian National University-Peter Drysdale, Ligang Song, Ross Garnaut, hristopher Findlay, Andrew Elek, Yongzheng Yang, Yiping Huang, K.P.
