Book excerpt: This study was designed to examine if there were any relationships between the six components of the School Culture Survey and the exit-level mathematics scores as assessed by the Texas Assessment of Knowledge and Skills. Participating school districts were selected by similarity in size, demographics, and geographic location. The three high schools selected for this study where all located in southeast Texas. Teachers in the participating schools were administered the School Culture Survey. Schools were evaluated individually using a multi-factor ANOVA for cultural sub-factors that significantly enhanced student achievement. Additionally, teacher perceptions of the six sub-factors within all three schools were evaluated for statistical significance using an ANOVA. There were seven research questions for this study. This study concluded that student achievement is affected by the culture of the school. Specifically, learning partnerships and professional development have a significant relationship with student performance on standardized tests.

Book excerpt: There are many inadequate high school facilities in Texas, and unfortunately many of these are found in areas of low socioeconomic status and high minority percentages. According to a Texas Comptroller's Office (2006) report on the conditions of school facilities in Texas, roughly 40% were considered in the categories of fair, poor, or needs replacing, with the average age of these facilities being 34.5 years old. Most states, including Texas, have not properly assessed high school buildings for indoor air quality, lighting, acoustical control, heating and air conditioning, electrical systems, or secondary science laboratories. It is also not clear if these conditions and the age of the building have an impact on student academic achievement in Texas. This study investigated three research questions: (a) the relationship between the building condition of public high schools in Texas and student achievement scores in science, mathematics, and English language arts as measured by the Texas Assessment of Knowledge and Skills (TAKS); (b) the relationship between the building age of public high schools in Texas and student achievement scores in science, mathematics, and English language arts as measured by TAKS; and (c) the relationship between building age and condition of public high schools in Texas and graduation rate? This quantitative study utilized an ex post facto methodology to examine the relationship between the high school facilities and standardized test scores. This study sampled high schools whose data were presented in the 2006 Texas Comptrollers report and compared to TAKS data. The instrument utilized was developed and tested by the Texas Comptroller's Office. This study utilized an analysis of variance (ANOVA) and a regression model. Statistically significant findings showed a relationship between excellent condition of a school, as compared to schools in lesser condition, and student TAKS scores in science, math, and English language arts scores. Age of the school also had a significant relationship: Schools over 49 years old had a significant impact on student TAKS scores in science, math, and English language arts. Similar findings showed a negative correlation between schools over 49 years old and graduation rate. Schools in excellent condition had a positive correlation to student graduation rate. Determining the effect of inadequate high school facilities on student achievement can help inform the education and legislative communities of any correlations between the condition and age of a high school building and the academic achievement of the students in these buildings. Providing school facilities that are safe and provide quality learning conditions are issues that must be addressed in Texas.

Book excerpt: In the age of No Child Left Behind and increased accountability for education, educational leaders continue to seek an organizational reform model that will positively impact student achievement. Educational literature promotes the Professional Learning Community (PLC) model as a viable option to increase student achievement. This study sought to determine if a relationship exists between the perceived implementation of the PLC model and student academic achievement defined as Exit Level Texas Assessment of Knowledge and Skills in math, English language arts, science and social studies. The empirical research of Hord (2004) was combined with the work of practitioners DuFour and Eaker (1998) to develop the Organizational Structure Self Assessment (OSSA). This research began with a pilot study to test the OSSA. Once the OSSA was finalized, a stratified random sample of Texas high schools was selected and the OSSA was distributed to 380 high school principals representing all regions in the state of Texas. A total of 114 schools responded to the study. A hierarchical regression was used to determine if a relationship exists between PLC implementation and student achievement. Student economic status, language proficiency and instructional expenditures were controlled in order to partial out extraneous effects of these variables. The research study detected no relationship between having a common belief system (mission, vision, values, and goals) and academic achievement in math, English language arts, science, and social studies. A relationship was not revealed between a focus on continuous improvement and student academic achievement. A relationship was not found between collaboration and high school academic achievement. Finally, a relationship was not confirmed between sustainability and student academic achievement. The interaction of the four domains was not shown to be related to academic achievement in the four core content areas. Although no relationships were revealed between PLC domains and student achievement, virtually all participating schools reported some degree of compliance with the principles of the Professional Learning Community. Therefore the resulting restricted range of implementation could not answer the research questions with certainty. The question of whether PLC principles enhanced school performance is still open for further investigation.

Book excerpt: The purpose of this study was to explore the possible relationship between school facility conditions and school outcomes such as student academic achievement, attendance, discipline, completion rate and teacher turnover rate. School facility condition for the participating schools was determined by the Total Learning Environment Assessment (TLEA) as completed by the principal or principal0́9s designee on high school campuses in Texas with enrollments between 1,000 and 2000 and economically disadvantaged enrollments less than 40%. Each school in the study population was organized by grades nine through twelve. Data for achievement, attendance, discipline, completion rate and teacher turnover rate were collected through the Public Education Information Management System (PEIMS) managed by the Texas Education Agency. Student achievement, attendance, discipline, completion rate and teacher turnover rate and their relation to school facilities were investigated using multiple regression models to compare sections and subsections of the TLEA with each of the five dependent variables. Major research findings of this study included the following: first, student achievement, attendance and completion rate measures were not found to be statistically significant in relation to school facility conditions as measured by the TLEA at the 0.05 level; second, discipline, or behavior, was found to be significantly related to the TLEA. This indicates that the subsections of the TLEA could be used to predict discipline factors for schools in the study population; third, teacher turnover rate was found to be related to the TLEA subsections of Specialized Learning Space and Support Space, with the correlation to Support Space being indirect. Literature from prior studies infers that relationships do exist between all five of the study0́9s dependent variables. However, this study only yielded significant findings in the areas of student discipline and teacher turnover. The researchers recommendations based upon this study include the following: administrators and designers should take into account factors such as interior environment and academic learning space when planning schools to positively impact student discipline; school design and construction should focus on specialized learning spaces and other academic areas more than administrative support spaces when striving to increase teacher satisfaction with physical working conditions.

Book excerpt: Abstract The trend of the last 40 years to build fewer, but larger high schools has resulted in dollar savings to taxpayers, but at the cost of higher rates of absenteeism, weaker academic environments, and poorer student engagement in learning. External pressures in the way of educational reforms such as the federally mandated No Child Left Behind Act (NCLB) have also had a negative impact on some large schools in urban school districts. Why is the United States undergoing such a broad national reform in education? The United States has a long history of educational reform. With every new generation comes a call for educational reform. Once education became compulsory in Texas in 1915 (Judd, 1918), so did calls to change it. Promises of changes to NCLB in the last year suggest that now we have left the "No Child Left Behind" reform movement (Duncan, 2009) and are moving toward a more culturally-centered approach to education where we acknowledge that societal problems affect the ability of students to get a quality education, we are able to provide constructive alternatives beyond the non-productive mantra that "if we just had better teachers and administrators, Johnny could learn." Arne Duncan (2009a), United States Secretary of Education, when interviewed on the television show The Colbert Report, said, "When schools are really the centers of the neighborhood and the heart of the community, our students are going to do very, very well." Indeed. Creating schools-within-schools (SWS) can serve to create neighborhoods -- academic neighborhoods -- that can serve students as the center of their educational community. The current national reform movement under President Obama as expressed by his Secretary of Education, Arne Duncan, (2009b) requires states seeking funds to implement four core-interconnected reforms: · to reverse the pervasive dumbing-down of academic standards and assessments by states. Race to the top winners need to work toward adopting common, internationally benchmarked K-12 standards that prepare students for success in college and careers, · to close the data gap, which now handcuffs districts from tracking growth in student learning and improving classroom instruction, states will need to monitor advances in student achievement and identify effective instructional practices, · to boost the quality of teachers and principals, especially in high-poverty schools and hard-to-staff subjects, states and districts should be able to identify effective teachers and principals and have strategies for rewarding and retaining more top-notch teachers and improving or replacing ones who are not up to the job, and finally, · to turn around the lowest-performing schools, states and districts must be ready to institute far-reaching reforms, from replacing staff and leadership to changing the school culture (p. 2). While this may seem to be more of the finger pointing found in NCLB, and does not seem to coincide with Duncan's previously cited comments, that "schools are really the centers of the neighborhood and the heart of the community," it does embrace the need for "far-reaching reforms." SWS\SLC can be one of those reforms. This study explores critically and carefully the extent to which a smaller learning community within a large urban high school affected student academic achievement, attendance, graduation, and dropout rates as well as student readiness for careers and post-secondary education. This study uses a qualitative case study methodology to describe an experiment in which the researcher, rather than creating the treatment, examines the effects of a naturally occurring treatment after that treatment has taken place (Lord, 1973). While a Smaller Learning Community (SLC) in and of itself is not a panacea for student improvement, SLCs may create conditions for improved student performance. Cotton (2004) reports, that among other benefits, students achieve at higher levels than do students in larger schools on both standardized achievement tests and other measures. The results of this study suggest that SLCs can provide an improved learning environment students have better relationships with teachers, and teachers with administration and parents. Because of limitations inherent in the data base, however this study is inconclusive in its findings regarding SLC effectiveness with regards to enhanced or diminished performance of students academically. While TAKS test scores were not markedly improved in comparison to the state average and a comparable group of high schools, college readiness indicators improved significantly. This suggests that other variables are at work in this research site and should be explored. Due to the aforementioned data issues, the reader should avoid drawing conclusions from the results that may reflect poorly on Texas High School's administrators, teachers, and students. A number of contextual and methodological limitations outlined in the study may have restricted the researcher's ability to investigate sufficiently the impact from SLC implementation on these performance indicators. The researcher provides recommendations for further evaluation of SLC implementation in light of these limitations.

There have been many research studies dedicated to determining if a school's culture and climate had an effect on student achievement. This study sought to determine if teachers' perceptions of school culture and climate had an impact on student achievement at the elementary and secondary level. In 1963, Halpin and Croft began their research on the organizational climate of schools and suggested that further research be conducted based on their findings. This research sought to determine if there was a relationship between teachers' perceptions of school culture and climate and students' marking period/trimester 1 grades, teachers' perceptions of school culture and climate and students' Start Strong scores, and teachers' perceptions of school culture and climate and school leadership. The New Jersey School Climate Survey was distributed to teachers in four small school districts in Warren County, NJ. Survey data was collected from a total of 62 respondents, and academic data was provided to the researcher on coded spreadsheets. Data analysis was performed using Pearson correlation tests and independent sample t-tests through the use of the SPSS program in order to determine if any potential relationships existed. The data revealed that teachers' perceptions of school culture and climate did not have an impact on student achievement. Additionally, there were a number of relationships that existed with regard to teachers' perceptions of culture and climate and school leadership. The results indicated that the high school respondents answered less favorably compared to the elementary school respondents on the school leadership survey questions. This study may help school leaders have constructive conversations with their staff with regard to the school's culture and climate.(ProQuest abstract).
